大数据背景下基层市场监管能力提升研 究

摘要:

随着国务院“互联网 ”战略的深入实施,政府部门面临着智能时代所带来的诸多 挑战,而在这其中监管方式的转型升级变得尤为紧迫。基层市场监管是基层政府进行治 理的重要手段,在进行有效管理和引导经济社会活动方面扮演着重要的角色。同时,市 场监管一直作为深化改革的“先行官”,市场监管系统作为市场主体服务和监管最直接、 最重要的部门之一,运用大数据技术手段来加强市场监管,对推动市场经济持续健康发 展具有重要意义。《“十四五”市场监管现代化规划》强调,要不断强化市场监管领域 的科研创新,积极布局一批国家级和省级的科技创新基地,全面提升市场监管领域的科 技支撑能力。在国家先进测量能力提升、高质量标准体系建设、质量认证能力提升、检 验检测能力提升、质量提升、食品安全、药品安全监管能力提升、特种设备安全监管能 力提升、工业产品质量安全保障和升级、智慧监管信息化、市场监管科技创新基地建设、 市场监管重点人才建设等工程中,不断创新监管工具,加强科技支撑。 本文在广泛收集总结国内外市场监管 大数据的相关经验的基础上,运用整体性治 理理论和多元共治理论,以 C 市 D 区为例,通过对大数据、市场监管、监管能力等核 心概念进行阐释,发现该区市场监管部门运用大数据手段实施市场监管后,市场监管部 门对市场主体的监管能力和执法队伍的监管水平得到了较大的提升。但仍然存在采集市 场主体信息来源单一、采集信息方式方法单一、数据缺乏有效挖掘及运用、部门间信息 流通不畅、工作人员思维僵化等诸多问题。而导致上述问题的原因主要有:一是基层治 理的碎片化问题,导致部门间工作衔接不流畅;二是工作人员的传统监管思维根深蒂固; 三是目前的技术还不成熟,造成智慧化监管手段不够;四是专业化大数据人才的缺少。 在上述分析的基础上,本文认为应从以下方面努力,以提升大数据背景下基层市场监管 能力:一是以大数据为媒介和手段,不断拓宽大数据的采集渠道,丰富大数据“源”; 二是强化运用手段,加强数据的整合和有效利用;三是要加强系统内的专业技术人才的 培养力度;四是打通部门间的数据壁垒,强化部门间信息沟通力度,形成监管合力。 关键词:

  • With the in-depth application of the “Internet ” model strategy of The State Council, all functional departments are facing many challenges brought about by the intelligent era, among which the transformation and upgrading of supervision mode becomes particularly urgent. Grass-root market supervision is an important means of grass-root government governance, plays an important role in effective management and guides economic and social activities. At the same time, market regulation has always been the “pioneer” of deepening reform, and market regulation system is one of the most direct and significant departments for market subjects to serve and supervise. Emphasized by the “the 14th Five-Year Market Supervision Plan”,scientific research and innovation in the field of market supervision should be constantly strengthened, a number of national and provincial scientific and technological innovation bases should be actively arranged. And the scientific and technological support capacity in the field of market supervision should be comprehensively improved. In the national advanced measurement, high quality standard system construction, the capacity of quality certification, the capacity testing ability improvement, quality improvement, food safety, drug safety supervision, special equipment supervision, intelligent supervision and etc. We will constantly innovate regulatory tools and strengthen scientific and technological support. Based on widely collection of the domestic and foreign “market regulation big data”, on the basis of relevant experience, the theory of holistic governance theory and multivariate co-governance, C City D District of China, for example, through to the big data and the supervisory ability of the grassroots market regulation, illustrates the core concepts, finds that the market regulator by means of large data after the implementation of market regulation. The supervision ability of the market supervision department and the supervision level of the law enforcement team have been greatly improved. However, there are still many problems such as single source of market subject information collection, single way of information collection, lack of effective data mining and application, poor information flow between departments, rigid thinking of staff and so on. The main reasons for the above problems are as 2 follows: First, the fragmentation of grassroots governance results in poor inter-departmental work cohesion. Second, the traditional supervisory thinking of the staff is deeply rooted. Third, the current technology is not mature, resulting in insufficient intelligent supervision means. Fourth, the lack of professional big data talents. On the basis of the above analysis. This thesis believes that efforts should be made in the following aspects to improve the supervision capacity of grassroots market in the context of big data: first of all, it takes big data as the media and means to continuously expand the collection channels of big data and enrich the “sources” of big data. Second, we should strengthen the use of means, the integration and effective use of data. Third, it is necessary to strengthen the training of professional and technical personnel in the system. Fourth, we ought to break through the data barriers between departments, strengthen the information communication between departments, in order to form the supervision force.
