国有通信运营商的公共服务职能研究——以中国移动W市分公司为例

摘要:

国有通信运营商是我国公共服务体系的重要参与者,中国移动W市分公司为地级市基础电信企业,2021 年收入规模位列全国前十,本文将以中国移动W市分公司为例,运用相关资料对我国国有通信运营商的公共服务职能进行研究。根据通信服务产品的公共服务属性,以及国务院、工信部等相关部门对国有通信运营商的要求,通信运营商需建设基础电信网络设施,提供通信服务,保障通信网络和信息安全。与此同时,随着时代的发展,有关部门对通信运营商也提出了更多要求,比如建设新型基础设施,推动信息化发展等。在履行公共服务职能现状方面,本文在中国移动整体履行情况的基础上,以中国移动 W 市分公司为例进行详细阐述,主要体现为:一是拓宽基础通信网络覆盖,提高农村等偏远地区网络质量,实现农村和城镇地区的居民享受同等质量的公共服务;进一步加大以 5G 为代表的新基建建设力度,夯实数字化发展底座。二是提升通信服务感知,增强民生服务力度;提高应急通信能力,保障通信正常;夯实信息化能力,助力政府部门提供更智能、更高效的公共服务。三是保障通信网络安全,严格落实电话用户实名制,提高反诈骗打击能力。与此同时,在公共服务职能履行中通信运营商仍存在不少问题,比如存在部分偏远地区通信网络弱覆盖;服务水平下降、信息化发展不平衡;通信网络安全推行难度大,电信诈骗打击难度大等问题,本文通过对以上问题进行分析,归纳出主要原因为通信网络建设缺乏完备的规划建设体系,通信服务水平受到一定的内外部阻力影响,通信网络安全缺乏完善的落地执行机制。针对以上情况,本文提出了强化国有通信运营商公共服务职能的一系列对策。第一,健全通信网络规划建设机制。第二,健全企业和员工公共服务履职体系,强化通信运营商员工服务意识,提升企业服务能力。第三,构建全方面通信网络安全保障体系,加大通信网络诈骗打击力度,筑牢网络安全防线。

  • State-owned telecom operators are important participants in China’s publicservice system, as a basic telecommunications company in prefecture-level cities, China Mobile W branch ranks among the top ten nationwide in terms of revenue in2021. This thesis will take China Mobile W branch as an example, and use relevant data to analyze the public service functions of China's state-owned telecomoperators. According to the public service attributes of telecom products, and the social responsibility requirements of the State Council, the Ministry of Industry andInformation Technology and other relevant departments for state-owned telecomoperators, telecom operators need to build basic telecom network facilities, providecommunication services, and ensure communication network and information security. With the development of the China, more requirements have also been put forwardontelecom operators, such as promoting the development of informatization, promotingthe development of public services. In terms of the current status of public service functions, on the basis of theoverall performance of China Mobile, This thesis takes China Mobile Wbranch as anexample to elaborate. Firstly, expand the coverage of basic communication networks so that more people in remote areas can enjoy equal basic public services in urbanandrural areas. And promote the development of new 5G infrastructure and consolidatethe foundation of digital development. Secondly, improve the perceptionof communication services and enhance people's livelihood services. And improveemergency communication capabilities to ensure normal communication. Andconsolidate informatization capabilities to help government departments providesmarter and more efficient public services. Thirdly, ensure the securityof communication networks, strictly implement the real-name system for telephone users, and improve the ability to combat fraud. At the same time, there are many problems of telecom operators in improvingpublic service functions. For example, there are some problems such as weakcoverage of communication networks in some remote areas; declining service levels and unbalanced development of informatization; difficult implementationof communication network security, and difficulty in cracking down ontelecommunication fraud. Through the analysis of the above problems, This thesis concludes that the main reasons are that there is still a certain resistance inthecoverage of the communication network, the improvement of the qualityof communication services, and the public's recognition of the security of thecommunication network still needs to be improved. In response to the above situation, This thesis puts forward a series of countermeasures to strengthen the performance of public service functions of state-owned telecom operators. First, improve laws and regulations and strengthenoperator protection and supervision. Second, improve the willingness and abilityof telecommunications operators to provide public services by increasing policyincentives, enhancing employees' public service motivation, optimizing servicesystems, and improving the informatization capabilities of public service supply. Third, Improve the public recognition of communication operators by increasingparticipation in public management and strengthening positive publicity and guidance.
