摘要:

我国是农业大国,重农固本是安民之基、治国之要。十九大报告指出,必须始终把解决好“三农”问题作为全党工作的重中之重,实施乡村振兴战略。高质量实施乡村振兴战略,农村基层党组织必须坚强有力。农村基层党组织坚强有力,需要农村党支部的党员干部队伍有战斗力。然而,针对乡村振兴战略提出的新要求,当前农村党支部在队伍建设方面尚难以满足。因此,乡村振兴背景下,加强农村党支部队伍建设,为顺利乡村振兴战略的实施提供强有力的组织者、推动者、维护者,是一个急需探究的现实课题。本文基于习近平关于基层党建、党支部队伍建设的重要论述,以及人力资源开发理论、治理理论,运用问卷调查法、个案访谈法、参与式评估对 D 镇 13 个农村党支部队伍建设的情况进行了调查。调查发现,现阶段农村党支部建设难以满足乡村振兴战略的要求,存在政治理论水平不高、班子能力不够突出、后备力量不够充足、日常管理执行不力、工作作风不够扎实、担当意识不够强烈等问题。通过访谈进一步深入挖掘发现,农村党支部队伍建设之所以存在的这些问题,原因在于理论武装不够深入、基础文化素质不高、农村难以吸引人才、队伍建设缺少保障、监督管理不够有力、激励机制不够完善等。为此,按照乡村振兴战略对农村党支部党员干部的新要求,结合国内其他乡镇加强农村党支部队伍建设的实践经验,需要从加强政治理论武装、改善人才选育模式、提升班子治理能力、强化队伍建设保障、创新监督管理方式、建立健全激励机制等六个方面着手,夯实农村党支部队伍建设,从而提升农村党支部在乡村振兴战略实施中的战斗力。本文在农村基层党建相关理论的基础上,结合公共管理理论来研究农村党支部队伍建设问题,所选取的研究角度、提出的改进对策可能有所创新,研究结论能为国内其他同类农村党支部加强队伍建设提供参考价值。

  • China is a large agricultural country, and attaching importance to agriculture is thefoundation of ensuring the people's well-being and governing the country. The report of the19th National Congress pointed out that we must always take solving the "three rural issues"as the top priority of the whole party's work and implement the strategy of rural revitalization.To implement the rural revitalization strategy with high quality, the rural grass-roots partyorganizations must be strong and powerful. The rural grass-roots party organizations arestrong and powerful, which requires that the party members and cadres of the rural partybranches have combat effectiveness. However, in view of the new requirements of the ruralrevitalization strategy, the current rural Party branch is still difficult to meet in terms of teambuilding. Therefore, under the background of rural revitalization, strengthening theconstruction of rural party branches and providing strong organizers, promoters andmaintainers for the smooth implementation of the rural revitalization strategy is a realistictopic that needs to be explored urgently.The survey found that the construction of rural party branches at this stage is difficult tomeet the requirements of the rural revitalization strategy, and there are problems such as lowlevel of political theory, insufficient leadership capacity, insufficient reserve force, ineffectiveimplementation of daily management, not solid work style, and not strong sense ofresponsibility.Through further digging through interviews, we found that the reason for these problemsin the construction of the rural party branch team is that the theoretical armed forces are notdeep enough, the basic cultural quality is not high, it is difficult to attract talents in rural areas,the team building lacks security, the supervision and management is not strong enough, andthe incentive mechanism is not perfect enough.To this end, in accordance with the new requirements of the rural revitalization strategyfor rural party branch party members and cadres, and in combination with the practical西南政法大学硕士学位论文4experience of other towns in China in strengthening the construction of rural party branchteams, we need to strengthen the construction of rural party branch teams from six aspects,including strengthening political theory, improving the talent selection model, improving thegovernance ability of the team, strengthening the guarantee of team building, innovating thesupervision and management methods, and establishing and improving the incentivemechanism, So as to enhance the combat effectiveness of the rural Party branch in theimplementation of the rural revitalization strategy.Based on the relevant theories of rural grass-roots party building, this paper studies theteam building of rural party branches in combination with the public management theory. Theselected research perspective and the proposed improvement measures may be innovative,and the research conclusions can provide reference value for other similar rural party branchesto strengthen the team building.
