构建我国警务绩效评估机制的理论分析

随着西方国家新公共管理运动的蓬勃兴起和我国行政管理体制改革的不断深入,以及警务革命浪潮的影响,我国警务机关的改革也在不断加强。警务机关绩效的高低,直接影响着警务机关职能的有效发挥,绩效评估机制作为一种评价和改进组织绩效的实用管理工具,在实施宏观警察管理、优化资源配置、提升警察机关工作效能中起到重要作用,逐渐引起我国警务机关的关注。由于理论研究以及实践经验的缺乏,加之警察工作本身的复杂性,使得我国的警务绩效评估还处于起步阶段,所以,在驾驭这一管理工具方面还相当稚嫩,存在一定的缺陷。 本文首先分析了论文研究的背景和意义,警务绩效评估相关理论,以及国外在警务绩效评估领域的研究现状和趋势,然后系统论述了我国警务绩效评估机制的现状以及产生的问题,在借鉴国外经验的基础上,结合我国警察组织的特点及我国国情,分别从警务绩效评估的主体、方法、指标等方面入手,特别就作为绩效评估机制关键环节的绩效指标设计进行了重点分析,尝试性提出我国警务绩效评估机制构建的一些思路和建议,并在文章最后提出了与构建我国警务绩效评估机制相适应的警务改革的构思。

  • With the flourishing of new public management campaign in western countries and the continuous deepening of the administrative system reform in China, as well as the influence of the wave of police revolution, the reform of China's police organs are deepening. The performance of police organs directly affects the effective exercising of the functions of police organs. Serving as a practical management tool for evaluating and improving organizational performance, the performance evaluation system plays an important role in implementing the macro-management of government, optimizing resource collocation, and promoting theworking performance of government organs, which arouses the attention of China's police organs. Due to the lack of theoretical study and practical exercises as well as the complicationof the government work themselves, and the police performance evaluation is on the initial stage, thus it is immature to control the management tools, with some certain flaws. On the basis of In this thesis, the author at first analyzes the research background and significance of the thesis, relative theories of police performance evaluation as well as the research status and trend of police performance evaluation areas in foreign countries, then systematically discusses the current status and problems of China's police performanceevaluation system, and specially analyze the designing of performance index, the key link of performance evaluation system, from the aspects of main body , methods and index, and on the basis of experiences from foreign countries, together with characteristics of police organization in China and realities of China, trying to put forward some thoughts and advices on the establishment of China's police performance evaluation system, and bring forward conceptions of police reform adapting to the establishment of evaluation system for policeperformance in China.
