摘要:

警察组织是公共行政组织的重要组成部分,是维护社会治安不可或缺的力量。而警察领导又是推动警察组织绩效的关键因素,是警察组织的核心问题。新时期下的警务改革要求警察组织管理职能向公共服务转变,体现了服务型领导的目标和本质。一个良好的组织离不开有效的领导,只有加强组织领导,提高组织领导效能,才能使凝聚组织,发展组织,实现优化公共服务的最终目的。研究警察领导理论、了解警察组织领导的作用机制、提高警察领导绩效,是警察学术与实务界共同关注的课题。 警察领导是警察领导者使组织成员甘愿并且热衷于运用他们的能量去达到警察组织目标的影响过程。领导者、追随着和领导情境构成了领导的最基本要素,因此研究警察领导要从这三大要素出发。21世纪政府公共管理的本质就是服务,服务行政已成为一个世界性趋势。在构建服务型政府的时代背景下,对警察领导理论的研究应顺应形势,实现由管制型领导向服务型领导的转变。 本文运用一般到特殊的写作手法,先介绍了警察领导的相关理论,在公共服务的视野下对警察领导三要素进行了详细的分析,然后具体结合实务部门警察领导的现状,指出警察领导面临的危机,从而对怎样提升公共服务领导效能的问题进行了深入的探讨。全文除引言和结语外,正文分为四个部分,共计三万余字: 引言部分,简要介绍了警察领导的时代背景,即公共服务的大潮流。点明了传统领导理论与现代领导理论的最大区别。并简要说明了本文的写作目的,研究方法和理论意义。 第一部分,概述警察领导理论。首先,对警察领导的含义进行详细的论述,阐述笔者对于领导含义的深刻理解。其次,介绍与文章主旨相关的领导理论,包括领导三要素理论、公共服务理论和服务型领导理论。 第二部分,在公共服务视野下分析警察领导的三个要素。首先,警察领导者在领导活动中处于核心地位,笔者从领导者的作用、品质和领导权力入手,探讨了警察领导者怎样发挥公共服务的领导效能。其次,分析追随者在领导活动的地位和作用。第三,介绍警察领导环境的服务型趋势,包括信息化警务和新公共管理运动的发展。 第三部分,指出警察领导面临的诸多危机。包括:领导者领导水平欠缺,官本位思1想严重;警员心理压力大,警民关系恶化,警察角色冲突;领导体制不完善,警察组织文化误区和社会治安形势严峻等方面。 第四部分,探讨提升警察领导公共服务效能的路径。首先,领导者自身的素质需要提高,领导者要树立正确的领导观,提高学习、认知和人际交往等领导能力。其次,建立领导者和追随者的互动机制,领导者要善于运用沟通、激励手段,开展形象管理、压力管理,并发挥追随者的能动作用,实现参与式领导。最后,改善领导环境,包括完善警察组织机构、倡导服务型的警察文化。 结语部分,对警察组织服务型领导进行了构想,指出警察组织和一般公共组织的区别。

  • As an important component of public administrative organization, police organization is essential for the maintenance of public order. Police leadership is a key factor to promote organizational performance, so it is the core issue in police organizations. Police reform in thenew period requires that the police functions change to public services, reflecting the nature ofleadership orienting the service objectives. Organizations can not be separated from effective leadership. Only by strengthening the leadership and improving the effectiveness of leadership, can unit e organizations, development organizations and optimize the implementation of the ultimate goal of public service. Research on the police leadership theory to understand the role of the police organization and leadership mechanisms and improve the performance of the police leadership is a common concern in the police academicand practical areas. Police leadership is a process that the police leaders cause theirs members willing and eager to use their energy to achieve the goal of police organizations. Leader, follower and the context constitute a basic element of the police leadership and we should study from these three elements. The essence of public management is service in 21 centuries, the service administration has already become a world trend. In times of servicing government, we need go with the stream and realize the transformation from controlling leadership to servicing leadership. In this paper, the author writes from general to the particular way. The author first introduces the relevant theory, making a detailed analysis on the three elements of police leadership in the public service vision. Then, combining the police practice, the author points out the crisis faced by the police leadership. Last, the author makes an in-dept discussion to enhance the effectiveness of public service leadership. In addition to the preface and conclusion, this article is composed of four parts, which are more than 30,000 words totally. The foreword part, the author briefly introduces the background of the times, that is, the general trend of public services. The author points out the biggest difference between the traditional leadership theory and the modern leadership theory. And briefly describes the purpose, research methods and theoretical significance of this article. 1Part I , the author outlines the theory of police leadership. First, the author explains the meaning of the police leadership and conducts a detailed exposition on the author's profoundunderstanding of the meaning. Second, the author introduces relevant leading theories including the three elements of leadership theory, theory of public service and servant leadership. PartⅡ, the author analyses the three elements of the police leadership in vision of publicservices. First, because leader is the core status in the police leadership activity, from the role,quality and power, the author starts to explore how police leaders exert public services effectiveness. Second, the author analyses the followers' status and role in the leadership. Third, the author introduces the service-oriented environment, including the information of the police and the New Public Management movement. Part III, the author pointes out the police leadership crisis. Include: the lack of a leader inleading ability, serious official position thought, psychological pressure, bad relationship between the police and the citizens, police role conflict, inadequate leadership system, the police organizational culture errors and serious public order situation and so on. PartIV, the author discusses the ways to enhance the public services effectiveness of the police leadership. First, the leaders need to improve the quality of their own, establish a correct concept of leadership, and enhance learning, cognitive and interpersonal leadershipskills and so on. Second, an interactive mechanism should be set up. Leaders must be adept atthe use of communication and incentives, carry out the image management, stressmanagement, and exert dynamic role played by his followers, achieving participatoryleadership. Finally, improve the environment of leadership, including improving policeorganizations, advocacy service-oriented culture of the police. Concluding remark part, the author schemes the leadership of the police service, and pointes out that the distinction between the police organizations and the general public the organizations.
