论我国非政府组织在公共决策中的话语权

摘要:

非政府组织作为与政府、企业在促进发展中并行不悖的第三种力量,在社会福利、环境保护、人道救援、教育研究、医疗卫生等诸多社会领域活动踊跃。然而就在非政府组织填补政府和企业的机制空白,并发挥着重要作用的同时,其在公共决策中却没有得到与之相应的话语权而长期处于“失语”状态。为了保障我国公共决策在民主的基础上更加具有科学性,非政府组织话语权的发挥是必然并且必须的。非政府组织在面对我国特有的社会生态环境时,不能简单的把希望完全寄托在政府改革上,而要积极发挥自身的主观能动性,通过改变现在的生态位来实现独立性,并最终实现话语权——不仅是话语权利,更是话语权力——的握有。 笔者首先简单阐释了非政府组织的基本内涵和属性,然后较为详细地论述了什么是话语权。话语权包括权利和权力两个维度,非政府组织话语权具有权利的自然赋予性,其本身的的社会公益性决定了其话语权的现实需求性,历史因素的积淀和现实的制度设计又共同的造成了非政府组织话语权利保障的资源稀缺性,更加不能谈及权力了。非政府组织活动范围和接触领域广泛,完全有能力使公共决策的合理性、科学性及有效性得到更加充分的保障。我国非政府组织缺乏足够的足够独立性,在公共决策中受制于政府,几乎处于失语状态,其话语权也处于较低的层次。我国非政府组织在公共决策中所处的生态环境造成了其在公共决策中话语权难以发挥的局面,在其话语权得以伸展的两个重要保障性资源——独立的人事和财务权——由于和强大的政府在生态位上存在着高度的重叠而产生不可避免的激烈竞争,依附于政府。我国非政府组织应该通过积极地调整生态位,降低或避免与政府之间的激烈竞争来实现话语权的握有。

  • Non-governmental organization as the third force can run parallel with the government and the enterprise in promoting the development, which has active performance in such socialfields as social welfare, environmental protection, humanitarian relief, education and research,health care. However, while non-governmental organization play an important role in filling gaps between government and enterprise' s mechanism, it has not got the corresponding the discourse right in public decision-making and has remained in" aphasia" status for a long time.In order to guarantee our public decision-making more scientific on the basis of democracy, itis extremely necessary to bring the right to speak into full play. While non-governmental organization face specific socio-ecological environment of our country, rather than simply placing the hope on government reform completely, subjective initiative should be actively played. In addition, non-governmental organization should achieve independence through changing the current ecological niche and eventually realize the right to speak-not only to gain the author briefly expounds the basic connotation and attributes of non-governmental organizations and then discusses what discourse right is in detail. Discourse right involves two dimensions: right and power. The discourse right of non-governmental organizations enjoys the natural endowment of right and the social publicity of its own determines the real need for discourse right. The accumulation of historical factors and the real system design result in the scarcity of resources for safeguarding the discourse right of non-governmental organizations, thus, not to mention the power of it. The non-governmental organizations in China have a great range of activities and involve many fields, able to fully safeguard the above-mentioned conditions for public decision-making. But they lack adequate independence and are subject to the government, therefore, the non-governmental organizations in China are almost ignored and their discourseright is at a lower level. The ecological environment of non-governmental organizations in public decision-making in China leads to the situation that in public decision-making, the discourse right is hard to give itself a full play. The non-governmental organizations have to be attached to the government because on the one hand, they lack the two important supportable resourcesthat can extend their discourse right - -- independent personnel and financial right and on the 1other, there is inevitably intense competition between the non-governmental organizations and the government resulting from that the non-governmental organizations and the powerful government highly overlap in ecological niche. The selection of ecological niche of non-governmental organizations is adaptive and the possession of discourse right can be realized by actively adjusting the ecological niche and reducing or avoiding the intense competition between the non-governmental organizations and the Government.
