C市高速公路交通管理路径优化研究——以5G技术引用为例

随着社会的发展,交通越来越走向智能化、智慧化,同时,政府也越来越加以关注 和重视,明确将智慧交通纳入国家的总体发展规划,并写进交通强国发展战略。智慧交 通是交通领域发展的必然趋势,尤其是发展迅速的高速公路,是交通领域的重要部分, 因为其封闭式、交通环境相对单一等独特性,信息技术的推广更加便捷,科技项目实施 起来更具可行性,智慧高速的建设应运而生,全国各地纷纷推进智慧高速建设,如今, 5G技术的研发和应用让智慧交通更趋完善成熟。智慧交通的发展将带来高速公路大变 革,随之而来的问题,是高速公路的管理该何去何从,如何才能适应变化的交通环境, 使管理更加高效便民。 本文以管理协同理论、组织管理理论和信息资源管理理论为理论基础,运用文献研 究法、案例分析法、比较研究法、实地调研法等研究方法。通过阅读文献资料,发现学 者对智慧交通的关注度较高,但以管理视角来研究的为数不多,尤其是涉及到高速公路 的智慧交通管理较少。具体到研究内容上,偏向技术性,如平台建设、系统研发方面, 而关于对人的思考、作为及管理方式等方面的研究还有欠缺。虽然交通管理离不开企业 的技术支持,但技术是服务于管理的,为管理所用。因此,交通管理部门应发挥主导作 用,以管理需求为导向,结合公众意愿,制定出目标方案,从而影响企业来进行技术研 发,让技术支撑服务于管理,积极引领交通发展。 文中围绕高速公路的智慧交通管理进行分析,脉络架构如下:首先,梳理5G技术、 智慧交通、交通管理以及高速公路交通管理的概念和发展历程。其次,结合工作实际, 在实践基础上,研究C市高速公路交通管理的现状、问题和原因,ᨀ出需要改进之处。 同时,分析5G技术将对高速公路及高速公路交通管理带来的变化和影响及挑战,然后, 从案例着手,借鉴国内外关于智慧交通管理的先进经验。国内以浙江为范例,浙江是率 先启动智慧高速计划的省份,在全国范围内打响了浙江“智慧高速”品牌,另外,还对 江西、贵州等地做了探讨;国外选取的是德国、新加坡,德国是全世界最早拥有高速公 路的国家,也是最早研究智能交通系统的国家之一,而新加坡是全世界交通系统最发达 的城市。最后,针对C市高速公路交通管理存在的问题,学习借鉴国内外地区先进做法, ᨀ出优化高速公路交通管理的建议对策,分别为:一是进一步规范管理,制定全国统一的规范标准(如高速公路报警渠道问题);二是深层划分权责边界,做到清晰有度;三 是完善智慧交通管理体系,满足交通管理需求;四是与企业和科研机构合作,共建智慧 交通管理平台;五是推动营造智慧交通管理社会环境,填补法律制度空白,如制定相关 法律法规,建立质量评估体系、无人驾驶汽车软硬件装置标准以及保险制度等方面。本 文ᨀ出以上关于高速公路交通管理的想法,希望对高速公路的交通管理起到积极的推动 作用。

  • With the development of society, transportation is becoming more and more intelligent and intelligent. At the same time, the government is paying more and more attention to it, clearly including intelligent transportation into the overall development plan of the country, and writing it into the development strategy of transportation power. Intelligent transportation is an inevitable trend in the development of transportation field, especially in the fast-growing Expressway field, which is an important part of transportation field. Because of its closed, relatively single traffic environment and other uniqueness, the promotion of information technology is more convenient, and the implementation of science and technology projects is more feasible. The construction of intelligent high-speed came into being, and intelligent high-speed construction has been promoted all over the country, Nowadays, the development and application of 5G technology make intelligent transportation more perfect and mature. The development of intelligent transportation will bring great changes to the expressway. The following problems are the management of the expressway, how to adapt to the changing traffic environment, and how to make the management more efficient and convenient for the people. Based on the theory of management coordination, organization management and information resource management, this paper uses literature research, case analysis, comparative research, field research and other research methods. Through reading the literature, it is found that scholars pay more attention to intelligent transportation, but few study from the perspective of management, especially the intelligent transportation management involving expressway. In terms of specific research content, it tends to be technical, such as platform construction, system research and development, while there is still a lack of research on people's thinking, actions and management methods. Although traffic management is inseparable from the technical support of enterprises, technology serves management and is used for management. Therefore, the traffic management department should play a leading role, take the management demand as the guide, combine with the public will, formulate the target scheme, so as to influence the enterprise to carry out the technology research and development, let the technology support serve the management, and actively lead the traffic development. This paper focuses on the analysis of intelligent traffic management, and the frameworkis as follows: first of all, sort out the concept and development process of 5G technology, intelligent traffic, traffic management and highway traffic management. Secondly, on the basis of practice, the paper studies the current situation, problems and causes of expressway traffic management in C City, and puts forward some improvements. Then, from the case study, learn from the advanced experience of intelligent traffic management at home and abroad. Taking Zhejiang as an example in China, Zhejiang is the first province to launch the smart high-speed plan, which has launched the "smart high-speed" brand in Zhejiang across the country. In addition, Jiangxi, Guizhou and other places are also discussed. Germany and Singapore are selected abroad. Germany is the first country with highways in the world and one of the first countries to study the intelligent transportation system. Singapore It is the city with the most developed transportation system in the world. Finally, the comprehensive 5G technology will bring changes and impacts on the expressway and its traffic management. In view of the problems existing in the expressway traffic management of City C, the paper studies the advanced practices of domestic and foreign regions and puts forward suggestions and countermeasures. They are as follows: first, further standardize management and formulate unified national standards (such as the problem of Expressway alarm channels); second, deeply divide the boundary of rights and responsibilities to achieve clarity and degree; third, improve the intelligent traffic management system to meet the needs of traffic management; fourth, cooperate with enterprises and scientific research institutions to build a smart transportation management platform; fifth, promote the construction of intelligent traffic management To manage the social environment and fill in the gaps of legal system, such as formulating relevant laws and regulations, establishing quality evaluation system, standards of software and hardware devices of driverless vehicles and insurance system,etc. This paper puts forward the above ideas about expressway intelligent traffic management, hoping to play a positive role in the management of expressway.
