公务员培训效果及其提升路径研究——以A高校2022年城市综合管理培训班为例

摘要:

建设高水平公务员队伍,对于推进新时代中国特色社会主义建设具有关键价值,对 于服务党和国家事业发展至关重要。公务员培训作为高素质、专业化公务员队伍建设的 根本性工作,其效果的调查不仅为公务员教育培训质量的提升提供决策参考,也为培训 机构提供优化办学质量的依据,是公务员培训质量提升的有效根据。 本研究在 A 高校公务员培训基地中,选取 2022 年城市综合管理培训班的 119 名参 训学员为主要研究对象。通过开展问卷调查和访谈调查,对本次城市综合管理培训项目 的培训效果、现存问题及原因进行挖掘与分析,并探索提升公务员培训效果的路径。 本研究借鉴柯氏评估模型的评估内容与指标,作为公务员培训效果评估的参考,基 于学习型组织理论、成人学习理论,通过对文献和政策分析,建立了公务员培训效果调 查评估指标体系。在构建的公务员培训效果调查评估指标体系中,包含培训方案认可程 度、学习内容掌握程度、培训成果外溢程度,共三项一级指标以及多项二级指标。 通过调查与分析发现,本次培训在授课教师思路及表达能力、班主任管理、政策理 论学习中规划与远景目标掌握情况、执法技能掌握情况方面的反映良好;但是在培训方 案针对性、培训形式丰富性、培训成果转化度方面还有待改善。通过分析现存的主要问 题,得出影响培训效果的因素有以下几点:培训前期调研基础薄弱,培训效果评估机制 欠缺,培训参与能动性不足,培训管理人员水平参差。为提升公务员培训效果,本研究 提出了相应的路径建议:深化培训对象需求调研与分析,优化培训评估体系,完善培训 效果考核与激励机制,建立健全管理人员培训制度。

  • Building a high-level civil service team is essential for building the featuring socialism with Chinese characteristics in the new era and the development of the Party and the country. Civil servant training is regarded as the fundamental work for high-quality professional civil servants. The investigation of its effect, the valuable proof for the improvement of civil servant training, not only provides decision-making reference to improve the quality of civil servant education and training, but also provides the basis for training institutions to optimize the quality of education. In the civil servant training base of A university, 119 participants from the 2022 urban comprehensive management training program were selected as the main research subjects. This research applied questionnaire and interview survey to analyze the effect, influencing factors, existing problems and reasons of this program, and to explore ways to improve the effect of civil servant training. This research, based on the learning organization theory and the adult pedagogy theory, used the evaluation content and indexes of the Kirkpatrick’s four-level evaluation model as a reference for the evaluation of the training effect, and established the investigation and evaluation index of civil servant training effect through literature and policy analysis. Finally, the evaluation index system of civil servant training effect consists of three first-level indexes and other second-level indexes, including recognition degree of training programs, mastery degree of learning content and training effectiveness optimization level. Through the research and analysis, this training reflected well on the teachers' thinking and expression ability, the management skill of the class teacher, the mastery of planning and vision goals in policy theory learning, and the mastery of law enforcement skills. However, the pertinence of training programs, the richness of training forms and the transformation of training results still need to be improved. Through the analysis, the causes of the problems are summarized as follows: the preliminary research of the training program is weak, the training effect evaluation mechanism is lacking, the initiative of training participation is insufficient, and the level of training administrators is uneven. In order to improve the effect of civil servant training, this research puts forward the corresponding suggestions: deepening the research and analysis of the needs of the training participants, optimizing the training evaluation system, improving the training effect assessment and incentive mechanism, and establishing and perfecting the training system for administrators.
