摘要:

农村人居环境治理作为实施乡村振兴战略的重要内容,近年来得到了各级政 府的高度关注,政府通过给予各类政策倾斜,大力推进农村人居环境治理工作, 加快补齐农村人居环境多年来存在的短板不足。但在推动农村人居环境治理实施 过程中,各地在取得成绩的同时也暴露出一些新问题,这些问题严重阻碍农村人 居环境治理效能提升,应引起高度重视并需及早解决。 本文基于乡村振兴战略实施背景,选取重庆市 H 镇作为农村人居环境治理 研究的主要研究对象,从 H 镇当前的实际工作情况入手,运用文献研究法、调 查研究法及访谈法,经过充分调研走访,全面梳理了当前工作采取的主要措施、 取得的工作成效及其存在的主要问题。针对治理主体单一、资金投入不足、工作 机制不健全、治理成效缺乏监管、治理技术含量不高等问题,结合实际深入剖析, 总结出多元主体参与机制不健全、基层财政负担较重、政策支持力度不够、监管 主体缺位、专业技术人才匮乏等主要原因。通过查阅相关文献资料及数据资料, 广泛汲取国内外先进治理经验,对 H 镇农村人居环境治理进行了深入分析研究, 结合实际提出可以通过建立多元主体共治、加大资金投入、健全工作机制、完善 监管模式、注重人才培养等途径提升治理效率,以期为全市乃至全国地区的农村 人居环境治理工作提供一定的参考价值,促进提高农村人居环境治理效能,全面 助力推动乡村振兴。

  • The governance of rural living environment, as an important part of the implementation of rural revitalization strategy, has received high attention from governments at all levels in recent years. The government has given various policy preferences, vigorously promoted the governance of rural living environment, and accelerated the filling of the shortcomings of rural living environment that have existed for many years. However, in the process of promoting the implementation of rural living environment governance, while achieving results, various regions have also exposed some new problems, which seriously hinder the improvement of rural living environment governance efficiency and should be highly valued and addressed as soon as possible. Based on the implementation background of the rural revitalization strategy, this article selects H Town in Chongqing as the main research object for the governance of rural living environment. Starting from the current actual work situation of H Town, literature research, survey research, and interview methods are used. After thorough research and visits, the main measures taken, achievements, and main problems existing in the current work are comprehensively sorted out. In response to the problems of a single governance entity, insufficient investment in funds, incomplete working mechanisms, lack of supervision of governance effectiveness, and low level of governance technology, combined with practical in-depth analysis, the main reasons for the inadequate participation mechanism of multiple entities, heavy burden on grassroots finance, insufficient policy support, absence of regulatory entities, and shortage of professional and technical talents are summarized. By consulting relevant literature and data, extensively drawing on advanced governance experience at home and abroad, in-depth analysis and research have been conducted on the governance of rural living environment in H Town. Based on the actual situation, it is proposed that governance efficiency can be improved by establishing multiple entities for co governance, increasing capital investment, improving work mechanisms, improving regulatory models, and emphasizing talent cultivation, To provide certain reference value for the governance of rural living environment in the city and even the whole country, promote the improvement of the efficiency of rural living environment 2 governance, and comprehensively assist in promoting rural revitalization.
