G市数字化城市管理问题及对策研究

摘要:

为应对“城市病”的客观挑战,满足公众美好城市生活与品质城市建设的客观需要, 我国各地顺应时代发展推进数字化城市管理,尝试技术驱动与制度创新融合提升城市精 细化治理水平。由于缺乏针对性的理论与实践研究,中小城市在学习大城市数字化城市 管理经验时,极易出现技术应用创新与体制机制创新的不协调、不匹配,导致中小城市 数字化管理项目投入高、见效慢。 本文以中小城市 G 市数字化城市管理为研究对象,通过梳理城市治理、数字治理、 智慧城市相关理论与实践研究,选取数字治理理论和整合治理理论对 G 市城市管理部门 组织机构变革、体制机制创新、面临的困境,以及数字化城市管理项目建设、运行机制、 取得的成效进行分析,观察技术应用创新与体制机制创新之间关系,探寻中小城市与大 城市在体制机制创新和技术应用创新上差距。研究发现,G 市属于典型的处于快速发展 期的中小城市,城市自身总体规模小、支柱企业缺乏、功能分区不完善,官员信息化意 识差、人才流失严重、社会组织发育不完善,由于细分治理与整合治理的矛盾,科层运 作与数字治理的博弈,技术刚性与人自主性的张力,G 市数字化城市管理存在组织变革 滞后于数字化要求、制度构建支撑力度不够、数字治理平台实用性不足等方面的问题。 数字化城市管理强调应用现代信息技术提升城市管理效率,但其不只是技术工具, 现代信息技术嵌入城市管理过程中,对部门组织、功能、运行方式产生了根本性影响。 研究提出,数字化城市管理是运用政治机理对技术应用、组织变革、制度构建进行统筹, 中小城市发展数字化城市管理要考虑技术上行不行的问题,更要综合考虑管理上能不 能、公众感受好不好的问题,从深化城市管理组织改革、构建城市精细化管理制度,打 造公众参与数字平台等三方面,为 G 市等中小城市提升城市精细化治理水平提出发展建 议。

  • In order to meet the objective challenge of "urban disease" and meet the objective needs of public good urban life and quality urban construction, all parts of China comply with the development of the times, promote digital urban management, try to integrate technology drive and system innovation, and improve the level of urban fine governance. Due to the lack of targeted theoretical and practical research, small and medium-sized cities are prone to the disharmony and mismatch between technology application innovation and system and mechanism innovation when learning the experience of digital urban management in large cities, resulting in high investment and slow effectiveness of digital management projects in small and medium-sized cities. This paper takes the digital urban management of G City, a small and medium-sized city, as the research object. By combing the relevant theoretical and practical research on urban governance, digital governance and smart city, this paper selects the digital governance theory and integrated governance theory to analyze the organizational reform, system and mechanism innovation, difficulties faced by the urban management department of G City, as well as the construction and operation mechanism of digital urban management projects Analyze the achievements, observe the relationship between technology application innovation and system and mechanism innovation, and explore the gap between small and medium-sized cities and large cities in system and mechanism innovation and technology application innovation. The study found that city G is a typical small and medium-sized city in the period of rapid development. The overall scale of the city is small, there is a lack of pillar enterprises, the functional zoning is imperfect, the officials' awareness of informatization is poor, the brain drain is serious, and the development of social organizations is imperfect. Due to the contradiction between subdivision governance and integrated governance, the game between bureaucratic operation and digital governance, and the tension between technological rigidity and human autonomy, There are some problems in G city's digital urban management, such as organizational reform lagging behind the digital requirements, insufficient support for system construction, insufficient practicability of digital governance platform and so on. Digital urban management emphasizes the application of modern information technology to improve urban management efficiency, but it is not only a technical tool. Modern information technology is embedded in the process of urban management, which has a fundamental impact on department organization, function and operation mode. The study proposes that digital urban management is to use the political mechanism to coordinate the application of technology, organizational change and system construction. The development of digital urban management in small and medium-sized cities should consider the problem of technical failure, but also comprehensively consider the problems of management ability and public feeling, from deepening the reform of urban management organization and building an urban fine management system, Build a digital platform for public participation and put forward development suggestions for small and medium-sized cities such as G city to improve the level of urban fine governance.
