加入《数字经济伙伴关系协定》（DEPA）是我国建立国际性数字经济话语权的重要战略部署。DEPA在吸收既往国际数字治理规则经验的基础上，也有许多创举，构建了开放性的组织结构。DEPA倡导数据自由流动并反对数据本地化措施，而我国以“本地存储，出境评估”为原则。规则上的双重矛盾是我国数据治理需求二元冲突的一种外在表现。我国一方面可以通过援引DEPA数据跨境规则的例外条款来消除规则矛盾，另一方面也要在国内规则中作出便利数据流动的制度安排。

  • Joining the Digital Economy Partnership Agreement(DEPA) is an important strategic plan for my country to establish a voice in the international digital economy. On the basis of absorbing past experience in international digital governance rules,DEPA has also made many innovations and built an open organizational structure.DEPA advocates the free flow of data and opposes data localization measures,while my country follows the principle of “local storage and outbound evaluation”.The double contradiction in the rules is an external manifestation of the binary conflict of my country's data governance requirements.On the one hand,my country can eliminate the contradiction of the rules by citing the exception clauses of the DEPA data cross-border rules,and on the other hand,it must make institutional arrangements to facilitate the flow of data in the domestic rules.
