党的自我革命与党内法规辩证统一于中国共产党厉行政党自身治理及其领导国家治理的伟大实践之中。党规之治应以党的自我革命为引领。党的自我革命同党规之治的内在关系在本质上是党的自我革命同党内法规在法治建设和治理实践中互动关系的深刻反映，党的自我革命是党内法规体系建设的历史起点和理论支撑，党内法规体系建设则是党的自我革命的现实需求和实践主线。党的自我革命引领党规之治蕴含着深刻的逻辑，以党的自我革命坚定党规之治的历史自信是其历史逻辑，以党的自我革命凝聚党规之治的价值合意是其价值逻辑，以党的自我革命激活党规之治的理论源泉是其理论逻辑，以党的自我革命明晰党规之治的实践指向是其实践逻辑。坚持并推动党的自我革命引领党规之治，应从完善党内法规制度规范、优化党内法规实施机制、实现党内法规溢出效应和加强党内法规宣传普及四个方面入手。

  • The Party's self-revolution and inner-Party regulations are dialectically unified in the great practice of the CPC's strict administration of the Party's own governance and its leadership of national governance.The governance of inner-Party regulations should be guided by the Party's self-revolution.The inherent relationship between the Party's self-revolution and the governance of inner-Party regulations is in essence a profound reflection of the interactive relationship between the Party's self-revolution and inner-Party regulations in the construction of the rule of law and the practice of governance.The Party's self-revolution is the historical starting point and theoretical support for the construction of the inner-Party regulations system,while the construction of the inner-Party regulations system is the practical demand and main line of the Party's self-revolution.The Party's self-revolution leading to the governance of inner-Party regulations,which contains profound logic:the historical self-confidence of strengthening the governance of inner-Party regulations through the Party's self-revolution is its historical logic,the value consensus of condensing the governance of inner-Party regulations through the Party's self-revolution is its value logic,the theoretical source of activating the governance of inner-Party regulations through the Party's self-revolution is its theoretical logic,and the practical direction of clarifying the governance of inner-Party regulations through the Party's self-revolution is its practical logic.Adhering to and promoting the Party's self-revolution leading to the governance of inner-Party regulations should start from four aspects:improving the norms of inner-Party regulations,optimizing the implementation mechanism of inner-Party regulations,realizing the spillover effect of inner-Party regulations,and strengthening the dissemination and popularization of inner-Party regulations.
