理顺和优化条块关系是完善国家治理体系、提升政府治理效能的重要举措。新中国成立以来,条块关系进行过多次调整与变革。社会主义革命和建设时期,条块关系巨幅变动,就权力格局而言大体上经历了“两收两放”的循环,总体特征是“条强块弱”。在改革开放和社会主义现代化建设新时期,以转变政府职能为突破口,条条与块块之间不断进行互动调整的同时,政府间关系、政府和企业的关系、政府和社会的关系也发生了实质性变化。到社会主义新时代,条块关系的变动表现在两个方面,一方面加大条条垂直管理的力度,另一方面在中央和地方协同管理、需要地方负责的事项上,中央部委加强了对地方政府和下级条条指导、协调和监督的力度。条块关系的发展是螺旋式上升的,并不是简单的重复循环。调整条块关系的动因是保证党的团结和集中统一、维护党中央权威、确保党始终总揽全局、协调各方,根本原则是发挥好两个积极性。条条和块块充当了灵活调整中央和地方两个积极性的桥梁和载体。

  • Rationalizing and optimizing the Tiao-kuai Relationship is an important measure to improve the national governance system and enhance the effectiveness of government governance.Since the founding of new China, the Tiao-kuai Relationship have undergone many adjustments and changes.During the period of socialist revolution and construction, the Tiao-kuai Relationship changed dramatically.As far as the power pattern is concerned, it has generally experienced a cycle of“two incomes and two releases”, with the overall feature of“strong Tiao and weak Kuai”.In the new era of reform and opening up and socialist modernization, with the transformation of government functions as a breakthrough, the relations between governments, governments and enterprises, and governments and society have also undergone substantial changes while Tiao-kuai Relationship constantly interacting and adjusting.In the new era of socialism, the changes in the relationship between departments and blocks have shown two aspects.On the one hand, efforts have been made to increase the vertical management of each department,and on the other hand, central ministries and commissions have strengthened their guidance, coordination, and supervision of local governments and lower level departments in matters that require local responsibility.The development of the Tiao-kuai Relationship is spiral, not a simple repeated cycle.The central government plays a leading role in the adjustment of intergovernmental relations.The motivation for adjusting the Tiao-kuai Relationship is to ensure the Party's unity, concentration and unity, safeguard the authority of the Central Committee of the Party, and ensure that the Party always takes overall responsibility and coordinates all parties.The fundamental principle is to give full play to the two initiatives.Tiao and Kuai serve as bridges and carriers for flexibly adjusting the enthusiasm of the central and local governments.
