社区作为我国基层治理重要细胞和重要自治组织,其治理能力和治理水平是反映我国治理能力现代化的重要衡量指标。推动居民有效参与社区治理是激发社区自治活力和动力,完善社区自治功能的重要内容。 民主决策作为促进居民参与社区治理的重要途径,是一种集“民事民参、民事民议、民事民决”的治理性参与方式,也是涉及基层治理多元主体之间互构、互联、互动的一个自治创新。其中如何唤醒居民参与意识与决策意识,重塑自我认同和社区认同,促使其参与行为的转变显得尤为重要。因此,推动居民参与社区治理的重要途径以及各行为主体间的实践逻辑如何构建,是值得我们研究的问题。 本文以重庆市T社区“居民协商议事会”为例,分别通过制度、环境、技术、与心理四个方面研究推动城市居民参与社区治理的实践逻辑。制度赋权增能上具体表现为坚持党建引领、政府购买社会服务资源与居民自治权利的回归;环境赋权增能上主要通过人际支持与组织支持两方面进行论证;技术赋权增能上主要从数字技术与社会工作两方面入手;心理赋权增能则从规范层面与心理层面上进行论证说明,影响其社区居民主体参与与权能意识的发挥。基于此,对其赋权增能下的治理机制和实践逻辑进行深度剖析,发现其在制度赋权增能、环境赋权增能、技术赋权增能与心理赋权增能上还存有不足,还需进一步优化。主要表现为资源供给不够充分、权责不够匹配;组织化功能不够突出、公共权能环境开发力度不够;居民主体差异化、专业服务依赖性突出;公共参与质量不稳定、增能出现相对滞后性等。可试图尝试从完善资源统筹机制、加强能力建设以及挖掘社区公共文化精神,提升公共行为质量等方面进行完善与优化。

  • As an important cell and an important self-governing organization in the grass-roots governance, community's governance ability and governance level are the important departure point and destination of reflecting the modernization of Chinese governance ability. Promoting the effective participation of residents in community governance is an important content to stimulate the vitality and motivation of community autonomy and improve the function of community autonomy. As an important way to promote residents' participation in community governance, democratic decision-making is a governance participation method that integrates "civil participation, civil discussion and civil decision". It is also an autonomous innovation involving mutual construction, interconnection and interaction among multiple subjects of grassroots governance. Based on this, it is particularly important to awaken residents' sense of participation and decision-making, reshape their self-identity and community identity, and promote the change of their participating behavior. In other words, it is an important way to promote residents' participation in community governance and how to construct the practical logic among various behavioral subjects, which are worthy of our research. This paper takes the "Residents Consultation Council" of Chongqing T Community as an example to study the practical logic of promoting urban residents' participation in community governance through four elements: system, environment, technology and psychology. In terms of institutional empowerment and enhancement, it is embodied in the return of party building guidance, government purchase of social service resources and residents' autonomy rights. In terms of environmental empowerment and empowerment, it is mainly demonstrated through interpersonal support and organizational support. Technology empowerment and empowerment mainly from the digital technology and social work two aspects; Psychological empowerment is demonstrated from the normative level and psychological level, which affects the main participation and power consciousness of the community residents. Based on this, the governance mechanism and practical logic under its empowerment are deeply analyzed, and it is found that there are still shortcomings in institutional empowerment, environmental empowerment, technical empowerment and psychological empowerment, which need to be further optimized. The main manifestations are insufficient supply of resources and insufficient matching of power and responsibility; The organizational function is not prominent enough, and the development of public power environment is not enough. The main body of residents is differentiated, and the dependence of professional services is prominent; The quality of public participation is unstable, and the increase of public participation is relatively lagging. We can try to improve and optimize the resource coordination mechanism, strengthen capacity building, tap the community public cultural spirit, and improve the quality of public behavior.
