食用农产品生产环节质量安全政府监管研究——以D市C区为例

摘要:

食用农产品质量安全关乎公众生命安全,农民增收和农业发展。随着我国国民经济不断发展,人们对食用农产品的关注开始从“以数量为主”到“以质量安全为先”转变。现阶段,食用农产品在源头生产环节还是暴露出了诸多安全隐患,亟待规范。鉴于食用农产品质量安全作为公共物品,靠市场机制难以有效供给,其公共性应该由政府来提供,因此,研究如何提升政府部门监管水平在保障整个食用农产品生产环节质量安全中显得尤为重要的。 为了对食用农产品生产环节质量安全政府监管问题进行深入探索,本文以公共产品理论、全面质量管理理论等管理学理论为支撑,采用案例分析法,以D市C区食用农产品生产环节质量安全政府监管为研究对象,利用问卷调查和访谈系统考察了C区食用农产品生产环节政府监管情况,发现C区监管部门通过强化农产品监测、加强执法监督、施行合格证制度、推进农业标准化生产、加大宣传培训等举措,取得了监管责任有效落实,农业投入品经营使用日趋规范,食用农产品质量安全水平显著提高,群众满意度逐步增强等诸多成效。通过实地调研,问卷调查及访谈记录进一步分析发现,现阶段,食用农产品生产环节质量安全政府监管还存在监管存在形式化风险,监管部门工作碎片化,监管效果难以常态化,社会共治格局尚未形成,监管手段滞后等难题并从监管队伍建设不完善,行政协调运转不畅,监管理念尚未与时俱进,社会参与机制不完善,监管经费投入不足等层面解析问题产生的原因。要想切实保障人民群众身体健康,提升人民群众的安全感、获得感、幸福感,就需要补足食用农产品生产环节质量安全政府监管的短板,从建立专业的监管队伍,加强各相关监管部门间协作,健全农安监管长效机制,构建社会共治体系,完善安全监管资金配置等层面进行针对性解决,以期能够使食用农产品生产环节质量安全政府监管水平更上一层楼。

  • The quality and safety of edible agricultural products is related to the life safety of the people, the increase of farmers' income and agricultural development. With China's economic prosperity, the relationship between supply and demand of edible agricultural products has undergone tremendous changes. People began to focus on edible agricultural products from "quantity first" to "quality and safety first".In recent years, the quality and safety incidents of edible agricultural products have emerged one after another, especially in the production link, which has exposed many potential safety hazards. Considering that the quality and safety of edible agricultural products are public goods, it is difficult to supply them effectively by market mechanism, and its public nature should be provided by the government department.Therefore, it is particularly important to study how to improve the supervision level of government departments in order to ensure the quality and safety of the whole production process of edible agricultural products. In order to deeply explore supervision in the production of edible agricultural products, this paper introduces public product theory, total quality management theory, and carries out a theoretical analysis of the supervision in the production of edible agricultural products. This paper takes Zone C as a case study and takes the government supervision of quality and safety in the production of edible agricultural products as the research object,the questionnaire and interview system were used to investigate the government supervision of quality and safety in the production of edible agricultural products , and it was found that the government supervision department in Zone C has further improved the supervision level by strengthening agricultural product monitoring,strengthening law enforcement supervision implementing a certificate system, promoting standardized agricultural production, and increasing publicity and training,and other regulatory measures.These measures have led to increasingly standardized management and use of agricultural inputs, significantly improved the quality and safety level of edible agricultural products, and gradually increased public satisfaction.Through field research, questionnaire survey and further analysis of interview records, it is found that at this stage, there are still formal risks in the government supervision of quality and safety in the production process of edible agricultural products, the work of the supervision department is fragmentation, and the supervision effect is difficult to normalize, the social governance pattern has not yet formed, and the supervision means are lagging behind. The underlying reasons are incomplete construction of regulatory teams, poor administrative coordination, inadequate regulatory concepts, and imperfect social participation mechanisms.To effectively ensure the physical health of the people and enhance their sense of security, gain, and happiness, it is necessary to make up for the shortcomings of government supervision over the quality and safety of edible agricultural product production. Targeted solutions should be taken from the establishment of a professional regulatory team, strengthening cooperation among relevant regulatory departments, establishing a long-term mechanism for agricultural safety supervision, constructing a social governance system, and improving the allocation of safety supervision funds.Through these measures, it is hoped that the government's supervision level of quality and safety in the production process of edible agricultural products can be improved to a higher level.
