摘要：

为基层减负是提高基层治理效能的重要基础。基层政府负担较重既是老问题也有新表现，既与国家治理转型的过程相伴随，也与深层次的体制设计密切相关。权责关系是理解基层政府负担的重要视角。基层政府在政治性责任、事务性责任、问责压力不断强化的同时，激励性权力、惩罚性权力、协调性权力不足，权力与责任之间的脱节、不一致使基层政府处理复杂事务的能力欠缺，各种工作负担得不到及时有效的缓解。权责关系规范化是基层政府减负的重要前提，通过加强权责清单制度建设、创新工作机制、优化督考激励模式，推动权责边界清晰化、规范化，提升基层政府在治理中的话语权，激发基层干部内生动力，进而实现为基层政府松绑减负、提高基层治理效能的目标。

  • Deepening and expanding the reform in grassroots burden reduction is an important foundation for improving the efficiency of grassroots governance. The heavy burden of grassroots governments is both an old problem and a new manifestation,which is not only accompanied by the transformation process of state governance,but also closely related to the design of deeplevel institutional mechanisms. The relationship between power and responsibility is an important perspective for understanding the burden of grassroots governments. While the political and transactional responsibilities of grassroots governments are constantly strengthened along with the corresponding accountability systems,there is a marked shortage of motivational power,punitive power,and coordination power. The divorce and inconsistency between powers and responsibility have led to the poor competence of grassroots governments in handling complex affairs,therefore,various work burdens cannot be relieved in a timely and effective manner. Standardization of the relationship between power and responsibility is an important prerequisite for grassroots governments to reduce their burdens. Through improvement in the system of power and responsibility list,innovation in the working mechanism,and optimization in the assessment and incentive mechanism,we can clarify and standardize the relationship between power and responsibility,enhance grassroots governments' authority in county-level governance,and stimulate the endogenous motivation of grassroots cadres,in an attempt to accomplish the goal of reducing the burden for the grassroots government and improving the efficiency of grassroots governance.
