摘要:

加强全媒体传播体系建设是党的二十大报告明确提出的工作要求。加强全媒体传播体系建设的目标在于塑造主流舆论新格局、牢牢把握党对意识形态领导权、弘扬社会主义核心价值观、增强中华文明传播力影响力。构建全媒体传播体系建设的框架应当注意,贯通一个纵轴,即构建四级主流媒体的融合发展布局;突破二元结构,即推进网上网下一体、内宣外宣联动;强化四大功能,融入文化强国建设和国家治理进程;统筹四个关系,即统筹处理好传统媒体和新兴媒体的关系,统筹处理好中央媒体和地方媒体的关系,统筹处理好主流媒体和商业平台的关系,统筹处理好大众化媒体和专业性媒体的关系。以体制机制改革为牵引、以内容建设为根本、以先进技术为支撑、以创新管理为保障、以人才队伍为基础等路径来推进体系建设。

  • Strengthening the construction of the omni-media communication system is a clear requirement put forward in the report of the 20th National Congress of the Communist Party of China. The goal of the construction is to shape a new pattern of mainstream public opinion, firmly grasp the Party's leadership of ideology, promote core socialist values, and enhance the influence of Chinese civilization. The framework for constructing the omni-media communication system should include a vertical axis of building a four-level mainstream media integration and development layout; breaking through the dual structure, that is, promoting the integration of online and offline and linking domestic and foreign propaganda; strengthening the four functions and integrating into the construction of a strong cultural state and the national governance process; and coordinating the four relationships between traditional and emerging media, between central and local media, between mainstream media and commercial platforms, and between mass media and professional media. The system construction will be promoted through the paths of institutional reform, content construction, advanced technology, innovative management, and talent team.
