新时代的十年中，习近平关于毒品问题治理重要论述创设了国家毒品问题治理的重大理论命题。其逻辑基础表现为三个维度，实践基础源于习近平主政地方和治理国家的宝贵经验；理论基础源于对马克思主义哲学立场、方法、观点的继承和发展；历史基础源于对中国禁毒文化和党的百年禁毒经验的深刻总结。习近平关于毒品问题治理重要论述涵盖了人民至上的根本立场、共建共享共治理念下的多元主体建构、“五维”治理的基本方法和中国特色毒品问题治理目标的新时代内涵。面对新征程新挑战，要始终以党的领导坚定走中国特色毒品问题治理之路，以“打防治”一体化模式深入开展新时代禁毒人民战争，以良法善治提升毒品问题治理能力和治理体系现代化水平，以构建禁毒命运共同体为全球毒品问题治理提供中国方案，持续推进新征程中国家毒品问题治理理论与实践的创新发展。

  • In the past ten years, Xi Jinping's important expositions on the governance of the drug issues have created relevant major theoretical propositions. Its logical basis is manifested in three dimensions,and the practical basis is derived from Xi's valuable experience in ruling the local government and governing the country;the theoretical basis stems from the inheritance and development of Marxist philosophical positions,methods and viewpoints;the historical foundation stems from the profound summation of China's anti-drug culture and the CPC's century-long anti-drug experience. Xi's important expositions on drug governance cover the fundamental position of putting the people first,the construction of multiple subjects under the concept of co-construction,sharing and co-governance,the basic methods of “five-dimensional”governance,and the connotation of the goal of drug governance with Chinese characteristics in the new era. In the face of the new journey and challenges,we must always firmly follow the road of drug control with Chinese characteristics under the leadership of the CPC,carry out the people's war against drugs in the new era with the integrated model of “combat,prevention and treatment”,improve the ability of drug governance and the modernization level of the governance system with good laws and governance,build a community with a shared future against drugs to provide Chinese solutions for global drug governance,and continue to promote the innovative development of the theory and practice of national drug issues governance in the new journey.
