摘要：

加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局,是“十四五”规划建议提出的一项关系我国发展全局的重大战略任务。新发展格局下实施更高水平的对外开放,对涉外法治人才队伍的建设提出了新的要求,涉外法治人才的培养也上升为一项重要的国家战略。目前,我国涉外法治人才培养模式在培养内容及培养方式上仍存在不足之处。对此,应当坚持以习近平法治思想为指导,充分发挥法学教育在涉外法治人才培养中的基础性、先导性作用,从完善课程设置及实践教学模式、推动专业知识与外语学习有机结合、探索政产学研协同育人机制、依托新文科建设提高人才培养复合程度、实现人才培养“引进来”和“走出去”相结合等方面入手,积极推动涉外法治人才培养模式创新,为双循环新发展格局的构建提供有力的人才保障。

  • Accelerating the establishment of the new development paradigm featuring "dual circulation",in which domestic and overseas markets reinforce each other,with the domestic market as the mainstay,is a major strategic task related to China 's overall development in the 14th FiveYear Plan period.Under the new development paradigm,the implementation of opening to the outside world with high standard puts forward new requirements for the construction of foreign-related rule-of-law talents.The cultivation of foreign-related rule-of-law talent has also become a national strategy.At present,our foreign-related rule-of-law talents cultivation mode in the content of cultivation and cultivation methods still have shortcomings.Aiming at these problems,it's imperative to uphold Xi Jinping Thought on the Rule of Law as the guiding thought for legal education and give full play to the basic and leading role of legal education in personnel cultivation.Universities should further improve the curriculum and practice teaching mode,promote the combination of legal knowledge and foreign language knowledge,explore the cultivation of compound talents and the cooperation with legal practice departments,cooperate with foreign universities and international organizations,and actively innovate the cultivation mode of foreign-related rule-of-law talents,so as to provide good economic and legal protection for the new development mode of "dual circulation".
