通过系列政策文本解读,厘清农村宅基地"三权"的名实关系及其权利内涵,主张农村宅基地改革应当区分为保障型与资产型两类,进而确定其市场化空间与路径。重点论证农村资产型宅基地股份制改革所涉的对象范围、前提条件、基本原则和路径选择,力求以股份制改革为杠杆,撬动庞大的农村宅基地资产,立体化、多向度地增进集体和农户宅基地福利,助推农村、农业的现代化转型。

  • In this paper,through analyzing a series of policy texts,we intend to clarify the relationship between the name and reality of the"three rights"(i.e.,ownership,contracting right and management right)of the rural land designated for housing and the connotation of the rights concerned.We argue that,in terms of the rural housing land system reform,a distinction must be made between the security-oriented housing land and the asset-oriented one,and that the space for and the path to the marketization of rural housing land must be ascertained.Focusing on the objects,preconditions,basic principles and path selection involved in the reform of shareholding system concerning rural assetoriented housing land,we try to argue that the reform of shareholding system can be a lever to trigger the capitalization of vast rural housing land.This will contribute to the increase of the housing land welfare enjoyed by the collective and respective agricultural households in a multidimensional manner,and promote the modernization of agriculture and the rural areas as well.
