摘要：

政府模式的变迁存在"路径依赖",当代中国政府管理模式扎根于历史进程之中。大一统既是维系中国古代政府的基本观念和价值取向,又是处理政府间纵向关系的基本制度模式。中国古代政府的条块关系正是在这一基本制度模式框架内产生的。"分事不分权"下的家国同构是中国古代政府的条块关系变迁的政治逻辑。中国古代政府纵向职责分配表现出职责同构的特点,同构性的职责分配模式是产生条块化的机构设置模式的主要原因。

  • There is"path dependence"in the change of government mode, and the contemporary Chinese government management mode is rooted in the historical process. Great unification is not only the basic concept and value orientation of ancient Chinese government, but also the basic system mode of feudal dynasties to deal with the vertical relationship between governments. It is within the framework of the basic system pattern of great unification that the"slice"relationship of government in ancient China was promoted. The isomorphism of family and country under the"separation of functions but not powers"is the political logic of the change of"Tiao-Kuai"relationship in ancient China. The vertical responsibility distribution of ancient Chinese government showed the characteristics of isomorphism, and the isomorphic pattern of responsibility distribution is the main reason for the formation of the organization setting pattern of"slice"segmentation.
