摘要：

虚拟经济安全发展的制度构造对于实体经济的健康发展与虚拟经济的"向实而生"具有关键的作用,要大力发展实体经济就需要对虚拟经济进行制度的嵌入。作为所有权虚化的产物,虚拟经济以"交易-再交易"为主要运动形式,具有高风险性和弱寄生性,这一内在规定性是对虚拟经济安全发展进行制度构造的认知前提。要保障虚拟经济的安全发展,虚拟经济中市场秩序的维持、虚拟经济危机的应对以及投资者权益的保护都需要将制度挺在前面。从实践的角度看,以证券市场为例,虚拟经济安全发展的制度构造需要对以证监会为核心的监管机制进行宏观调适,这就是科学配置证监会的职权职责,并着力破解谁来监督监督者的监管难题。

  • The institutional construction of the secure development of fictitious economy plays a key role in the healthy development of real economy and the materialization of fictitious economy. To vigorously develop the real economy, it is necessary that the institution be embedded in the fictitious economy.Because of the ownership fabrication, the fictitious economy takes the repeated transaction as the mode of operation, which has high risk and weak parasitism, and this inherent characteristic is the cognitive premise of the institutional construction for the secure development of fictitious economy.To ensure the secure development of fictitious economy, the institutional construction is very important for the maintenance of market order, the response to fictitious economic crisis and the protection for investors's rights and interests. From the perspective of practice, the institutional construction of the secure development of the fictitious economy needs macro-adjustment of the regulatory mechanism of the CSRC, which is to scientifically allocate the powers and responsibilities of the CSRC, and to focus on the regulatory problem of the supervising supervisors in the securities market.
