基层减负的治理困境及梳理——以C市Q区市场监督管理局“形式主义”整治为例

"欲筑室者,先治其基。"自习近平总书记2017年提出"解决一些困扰基层的形式主义问题,切实为基层减负"的重要论述以来,基层工作的运行效率得到了有效提升,但在实践中仍有较多问题亟待解决。当前"基层减负"改革已进入深水区,通过对C市Q区市场监督管理局的相关工作记录进行实证考察后,发现文件数量繁多与客观工作需要的矛盾、人员配置不均与基层编制紧缺的矛盾、监督考核"痕迹管理化"等形式主义顽瘴痼疾成为限制基层工作人员积极性的重重枷锁。而产生上述问题的原因在于部分干部政绩观异化、考评机制存在制度瑕疵、链路信息不对称等。若要继续深化"基层减负",提升治理能力,则需要通过统筹制度弹性与刚性约束、完善激励评价与考核机制、发展技术赋能与数据矩阵治理等路径来实现。

  • "If you want to build a room, you must first cure its foundation. " Since General Secretary Xi Jinping proposed in 2017 to solve some of the formalism problems plaguing the grass-roots and effectively reduce the burden on the grass-roots, the operational efficiency of grass-roots work has been effectively enhanced, however, there are still many problems to be solved in practice. At present, the reform of "burden reduction at the grassroots level" has entered the deep-water area. Through the empirical investigation of the relevant work records of the market supervision and Administration Bureau of Q District in C City, we found that the contradiction between the large number of documents and the objective work needs, the contradiction between the uneven staffing and the shortage of grassroots staff,the contradiction between the lack of basic staff, the contradiction between the large number of documents and the objective work needs The chronic diseases of formalism such as "trace management" of supervision and assessment have become the shackles of restricting the enthusiasm of grass-roots staff.The reasons for the above problems lie in the alienation of some cadres' performance view, the defects of the evaluation mechanism, and the asymmetry of link information. If we want to continue to deepen the "burden reduction at the grassroots level" and improve the governance capacity, we need to coordinate the system flexibility and rigid constraints, improve the incentive evaluation and assessment mechanism,and develop technology empowerment and data matrix governance.
