摘要：

诞生于浙江后陈村的村务监督委员会制度在全国推广后,有些地方运转顺利且卓有成效,但在另外一些地方却收效不大,并没有发挥出应有的作用。究其缘由,在于制度的运转是否具有相应的社会基础。村务监督制度是一种乡土性民主,其有效运转必须要有深厚的乡土社会基础,这一基础包括村庄的政治、经济和文化生活。在推进乡村治理现代化的过程中,设计制度需要充分考虑其社会基础,既要鼓励地方不断创新,也要避免简单照搬。

  • After the village affairs oversight committee system in Houchen Village, Zhejiang Province, was promoted throughout the country, some places have been running smoothly and fruitfully, but in other places, it has little effect and has not played its due role. The reason lies in whether the operation of the system has a corresponding social foundation. The village affairs oversight committee system is a kind of rural democracy, and its effective operation must have a deep rural society foundation, which includes political, economic and cultural lives of the village. In the process of promoting the modernization of rural governance, the design system needs to fully consider its social foundation, and we should encourage the local innovation, instead of simple copying.
