摘要：

面对新冠疫情等重大公共卫生事件,公众参与联防联控极为必要,构建科学高效的联防联控机制是提升特殊情形下社会治理效能的重要内容。当前,公众在参与重大公共卫生事件的联防联控中主要存在参与动力不足、参与路径不畅、参与形式单一、权责明晰度不足、组织化程度偏低、公众情绪不稳等现实困境。政府应立足我国公众参与现状,加强宣传教育,鼓励公众积极参与;完善法定机制,畅通公众参与路径;拓宽参与渠道,加强资源整合分配;正视公众作用,明确公众权利和责任;提高组织化水平,健全与政府间的沟通机制;重视公众心理危机,把握公众参与的心态。

  • In the face of major public health events such as the new crown epidemic, it is extremely necessary for the public to participate in joint prevention and control. Building a scientific and efficient joint prevention and control mechanism is an important part of improving the efficiency of social governance under special circumstances. At present, in the joint prevention and control of major public health incidents, the public mainly has practical difficulties such as insufficient participation motivation, poor participation path, single participation form, insufficient power and responsibility, low degree of organization, and public emotional instability. The government should base on the status quo of public participation in our country, strengthen publicity and education, and encourage the public to actively participate; improve the statutory mechanism and unblock the path of public participation; broaden participation channels and strengthen the integration and distribution of resources; face the role of the public and clarify public rights and responsibilities; improve the level of organization, Improve the communication mechanism with the government; attach importance to the public's psychological crisis and grasp the mentality of public participation.
