新中国成立70年以来,中国民族地区经济社会取得跨越式发展,创造了彪炳世界发展史上的减贫奇迹,为党和人民交上了一份满意答卷;中国的扶贫政策实践为世界其他处于贫困线下的国家、地区提供了生动范例。从历史逻辑看,新中国成立初期以社会救济式扶贫阶段演进到新时代实施精准扶贫阶段,书写了历史成就、凝练了宝贵经验;从理论逻辑看,梳理民族地区70年扶贫政策演进逻辑,对于创新中国特色社会主义扶贫理论、打赢脱贫攻坚战,决胜全面建成小康社会具有重要的启示和意义;从实践逻辑看,党和国家聚焦扶贫开发,啃硬骨头、攻坚拔寨、久久为功、持续发力,为中国特色扶贫开发实践作出新的更大贡献。

Since the 70 years' founding of New China, the economic and social development of China's ethnic regions has made leaps and bounds, with creating a miracle of poverty reduction in the history of world development, which submits a good achievement for the party and the people. China's poverty alleviation policy has provided vivid examples for other countries and regions under the poverty line in the world. From the perspective of historical logically, the early stage of the founding of New China evolved from the stage of social relief-type poverty alleviation to the stage of targeted pover-ty alleviation in the new era, writing historical achievements and condensing valuable experience in poverty alleviation. From the perspective of theoretical logically, combing the logic of the 70 years' poverty alleviation policy evolution in ethnic areas and innovating the theory of socialist poverty alleviation with Chinese characteristics have important implications and significance for the current battle against poverty and the establishment of a well-off society in an all-round way.From the perspective of practical logically, the party and the country have focused on poverty alleviation and develop-ment,gnawing the hard bones, struggling to capture a city, making long-term contributions and sustained efforts, and making new and greater contributions to the practice of poverty alleviation theory with Chinese characteristics.
