摘要：

疫苗在公共卫生领域扮演着极其重要的角色。近年来,频繁发生的疫苗事件不仅引发了公众对疫苗行业的信任危机,也暴露出我国在相关生物制品的生产和流通环节存在的潜在安全风险。风险积聚会产生动摇社会稳定和破坏社会秩序的严重后果,风险治理问题已成为当前社会面临的严峻问题。文章以长春长生疫苗事件为研究对象,从博弈视角对该事件中利益相关者及其策略选择进行分析,最终提出完善疫苗安全风险防控机制既要充分发挥核心利益相关者的作用,更不能忽视边缘和潜在的利益相关者,应在各利益相关者充分沟通基础上,建构多方利益主体合作治理模式。

  • Vaccines play a very important role in the field of public health. In recent years,the frequent vaccine incidents not only caused the crisis of public trust in the vaccine industry,but also exposed the potential safety risks in the production and circulation of biological products. The serious consequence of risk accumulation is undoubtedly to shake social stability and destroy social order.The problem of risk governance has become a serious problem facing the current society.This study takes the Changchun Changsheng vaccine incident as the research object,analyzes the stakeholders and their strategy choice in the event from the game perspective,finally,it is suggested that to perfect the mechanism of vaccine safety risk prevention and control should not only give full play to the role of core stakeholders,but also not ignore the role of marginal and potential stakeholders.A multi-stakeholder cooperation governance model should be constructed on the basis of sufficient communication among various stakeholders.
