客车盗窃犯罪是铁路运输领域最为常见的犯罪之一,与普通盗窃犯罪相比,客车盗窃犯罪具有点、线、面的动态性与关联性,在犯罪情境方面两者存在较显著的差异。铁路客盗犯罪的情境因素有:列车内部封闭致使犯罪机会增多;旅客侥幸心理降低了犯罪实施难度;铁路公安机关监管存有漏洞减少了实施犯罪的风险。相应地,在防治方面,可以通过对犯罪目标进行重点加固和做好出入口控制来增加犯罪难度;通过完善列车治安联勤工作和加强信息化建设来增加犯罪风险;通过督促旅客尽量不随身携带大量贵重物品和建立治安联防机制来减少犯罪收益;通过加强对犯罪人的疏导和提前干预以及阻止模仿来减少犯罪刺激;通过设定规则和加强提醒说明来消除犯罪借口。

  • Property theft happened on passenger trains is a typical crime in rail transport system. Different from the common theft, property theft on passenger trains is dynamic and relevant in point, line and face, which is obviously divergent in crime scenarios. The contextual factors of railway property theft include the confined interior space of the carriage that may increase crime opportunity, passenger's ignorance that may induce the crime, the loopholes of police supervision and management that decrease the crime risk. Accordingly, the preventative measures can be taken by defending the criminal targets and strengthening access control to make theft impossible, by improving the joint work with train staff and promoting informationization to increase crime risk, by persuading passengers not take valuables with them and constructing preventive mechanism to restrict criminal gains, by evacuating and intervening the suspects and deterring the crime imitation to avoid the chances of crime; by setting rules and emphasizing warnings to eliminate the excuse of crime.
