进入新时代,党的十九届四中全会指出,统揽伟大斗争、伟大工程、伟大事业、伟大梦想,必须坚持和完善中国特色社会主义制度,推进国家治理体系和治理能力现代化。中国的全面发展取得令人瞩目的成绩,得益于中国特色党政体制的有效运行。以党和国家机构改革为主要内容的党政体制改革,是着眼于实现全面深化改革总目标的制度安排,是推进国家治理体系和治理能力现代化的一场深刻变革。在党领导一切、统筹全局的大背景下,以治理的决策、执行和监督功能为视角总结党政体制改革经验,可以启迪我们不断优化今后的党政体制改革路径,为实现国家治理现代化、提升治理效能提供有益借鉴。

  • In the new era, the Fourth Plenary Session of the 19 th CPC Central Committee proposed that the great struggle, the great project, the great cause and the great dream must adhere to and improve the socialist system with Chinese characteristics, and promote the modernization of the China's governance system and the governance capacity. China's all-round development has made remarkable achievements benefited from the effective operation of the party-government system with Chinese characteristics. The system reform of the party-government, with the reform of the party and state institutions as its main content, is an institutional arrangement aimed at realizing the overall goal of comprehensively deepening reform, which is a profound reform to promote the modernization of the China's governance system and the governance capacity. Under the overall leadership of the Party, the experience of the party-government system reform is summarized from the perspective of the decision-making, implementation and supervision of the governance, which will inspire us to op-timize the path of the party-government reform in the future, and provides a useful reference for realizing the modernization of the Chi-na's governance and improving the governance efficiency.
