建构现代政府组织权责体系,必须进行综合改革,推动政府职能转变与基层治理完善。在综合行政执法体制改革的探索阶段,应坚持合法性保障原则、精简高效便民原则、"两个相对分开"原则、"一支队伍,两级管理"原则,科学配置职能,明确机构权责,精细化行政管理,实现科学管理;在改革的落实阶段,应当加快服务型政府建设、加强机构整合力度、建立健全部门间的合作协调机制。

建构现代政府组织权责体系,必须进行综合改革,推动政府职能转变与基层治理完善。在综合行政执法体制改革的探索阶段,应坚持合法性保障原则、精简高效便民原则、"两个相对分开"原则、"一支队伍,两级管理"原则,科学配置职能,明确机构权责,精细化行政管理,实现科学管理;在改革的落实阶段,应当加快服务型政府建设、加强机构整合力度、建立健全部门间的合作协调机制。

To construct the power and responsibility system of modern government organizations,comprehensive reform must be carried out to promote the transformation of government functions and the improvement of grass-roots governance. In the exploratory stage of the reform of the comprehensive administrative law enforcement system, we should adhere to the principles of legitimacy guarantee,simplification, efficiency and convenience for the people, two relative separation, one team and two levels of management, scientifically allocate functions, clearly define the powers and responsibilities of the organization, refine the administration, and realize scientific management; in the implementation stage of the reform, we should adhere to the principles of "one team, two levels of management". We should speed up the construction of a service-oriented government, strengthen the integration of institutions, and improve the coordination mechanism among departments.
