居民自治是城市基层民主的重要方式。在当前城市化快速推进的背景下,城市社区的类型日益复杂,居民自治面临新的形势和挑战。以自治事务统分结合为视角,通过社区自治事务的合理统筹、分解与下沉、创新社区基层组织同小区业主自治体系的融合机制、提高楼栋等自治单元的自治效率,可以构建起社区、小区、楼栋三层居民自治体系。这样一种多元多层的居民自治体系,不仅有利于拓展和深化城市基层民主建设,而且能提升城市社区治理效果。

居民自治是城市基层民主的重要方式。在当前城市化快速推进的背景下,城市社区的类型日益复杂,居民自治面临新的形势和挑战。以自治事务统分结合为视角,通过社区自治事务的合理统筹、分解与下沉、创新社区基层组织同小区业主自治体系的融合机制、提高楼栋等自治单元的自治效率,可以构建起社区、小区、楼栋三层居民自治体系。这样一种多元多层的居民自治体系,不仅有利于拓展和深化城市基层民主建设,而且能提升城市社区治理效果。

dc.description.abstract
Resident autonomy is an important way of grassroots democracy in urban areas. In the context of the current rapid urbanization, the types of urban communities are complex, and the residents' autonomy faces new situations and challenges. From the perspective of the integration of coordination and delegation in autonomous affairs, by means of rational integration, breaking-down and sinking of community self-government affairs, the integration mechanism of innovative community grassroots organizations, and the self-governing system of community owners, and the improvement of the autonomy of relevant units such as residential buildings, a residential autonomy system can be built on community, local area and building levels. This multi-leveled and multi-faceted residential autonomy system is not only conducive to the expansion and deepening of urban grassroots democracy, but also capable of enhancing the effect of urban community governance.
