摘要：

[目的/意义]服务型政府的建设既是构建社会主义和谐社会的必然要求,也是政府职能转变的彰显,对推进新形势下国家机构改革的深化具有重要价值。[方法/过程]对中国服务型政府建设历经的阶段进行了梳理;对相关文献进行了评析。[结果/结论]提出中国服务型政府建设历经"构想(理念)—形成(话语)—构建(模式)—完善(策略)"等四个阶段。以文献评析为基础,得出相关结论:随着中国服务型政府建设理念不断更新,学理分析也逐渐深化;随着本土化的服务型政府理论体系的持续完善,国内学者对中国服务型政府建设实践面临的困境与发展方向也有了更深刻的认知。立足对已有研究成果的综合分析,本文提出学界今后研究中国服务型政府建设可从视角选定、观念创新、理论融合以及所处形势、核心任务、关键问题等方面着手。

  • [Purpose/Significance] The construction of service-oriented government is not only inevitable requirements of building a harmonious socialist society, but also the manifestation of the transformation of government functions.It is of great value to promote the deepening of state institutional reform under the new situation.[Method/Process]This paper reviews the constructionstages of China's service-oriented government and comments on relevant research literature.[Result/Conclusion] The paper puts forward that the construction of service-oriented government in China has gone through four stages: Conception(Idea)—Formation(Discourse)—Construction(Mode)—Improvement(Strategy).Based on the literature review, the paper draws the following conclusions: 1) with the continuous renewal of China's service-oriented government construction concept, the theoretical analysis is gradually updating; 2) with the continuous improvement of the localized theoretical system of service-oriented government, domestic scholars have further understanding of the difficulties and development direction faced by the construction of service-oriented government in China.Based on the comprehensive analysis of the existing research results, this paper puts forward that the future academic research on the construction of China's service-oriented government can be started from perspective selection, concept innovation, theoretical integration, current situation, core tasks, key issues and other aspects.
