基于对违法嫌疑人进行人权保障和进一步规范公安机关调查程序的双重理念,公安机关办理行政案件的调查程序还应该确立参与原则、人性尊严原则、取证规则的原则性与特殊性相结合原则,增加盘查、登记、报告方式,完善调查环节和救济程序。

On the basis of ideal to protect the civil fights of illegal suspect andto regulate the investigating procedure,the police security organs are demandedto establish the principles of participation,respect of humanity and to upholdthe principle of generality and particuhrity in the courso of the collection ofthe evidences,at the sarfle time the methods of interrogation,register and reportshould be added to perfect the links of investigation and procedure of relief.
