摘要：

目前,"非警务类纠纷"大量存在且不断增多,人民调解的功能渐趋弱化,这对公安机关通过人民调解方式化解基层社会矛盾的能力提出了挑战。"渝北实践"将社会化、法治化、智能化、专业化理念运用到公安机关处理的基层社会矛盾之中,在助力人民调解转型升级的同时,有效化解了"非警务类纠纷"。尽管其尚存在着一些亟待完善之处,但仍可为其他地区处理类似纠纷提供参考。

目前,"非警务类纠纷"大量存在且不断增多,人民调解的功能渐趋弱化,这对公安机关通过人民调解方式化解基层社会矛盾的能力提出了挑战。"渝北实践"将社会化、法治化、智能化、专业化理念运用到公安机关处理的基层社会矛盾之中,在助力人民调解转型升级的同时,有效化解了"非警务类纠纷"。尽管其尚存在着一些亟待完善之处,但仍可为其他地区处理类似纠纷提供参考。

At present,there are a large number of "non-police disputes" and the function of people's mediation is weakening,which challenges the ability of public security organs to resolve social contradictions at the grass-roots level through people's mediation.By applying the concepts of socialization,legalization,intellectualization and specialization to grassroots social contradictions handled by public security organs,Yubei Practice has effectively resolved "non-police disputes" while helping people to mediate transformation and upgrading.Although it still has some imperfections,it can provide reference for other areas to deal with similar disputes.
