无论是国际社会还是国内社会都存在"零和博弈"与"互害现象"。这与本国优先主义、民粹主义和社会组织或个体的责任意识淡薄、责任思维不强、责任定位不准及责任功能错位等问题紧密关联,因而应系统强化责任思维及其体系建构,明确法学教研的引领责任、立法规则的衡平责任、行政执法的管控服务责任、司法公正裁判责任、企业组织的社会发展责任和公民的社会主体责任等,才能协同推进人类命运共同体下法治社会新秩序的建构及其善治。

  • Phenomenon of"zero sum game"and"mutual harm"is in international and domestic society. This is closely related to its priority,populism and weak responsibility consciousness of social organization or individual,weak responsibility thinking and it's orientation misplacement.Therefore,responsibility thinking and construction of its system should be systematically strengthened,leading responsibility of legal education and research,balance liability of legislative rules,responsibility of administrative control and service,responsibility of judicial judge,social development responsibility of organizations,and main society body responsibility of citizens,etc,should be definitely ruled so that the new order of society ruled by law and its good governance in a community with shared future for mankind would be synergistically promoted.
