论中国人权话语体系的建构与国际话语权的争取

摘要：

中国争取国际人权话语权需遵循"解构—建构"的思路。就"解构"层面而言,通过回溯西方人权话语的生成史,揭示其实质乃是一种"地方性知识"和难以被证实的抽象假设。从"建构"层面来看,中国人权保障所取得的实践成就,以及推进人权保障中所形成的人权话语,在实践和理论上为中国争取人权话语权奠定了坚实基础。置此之下,我们需要更加注重人权话语权的争取策略和进路,坚定人权自信,深度挖掘人类命运共同体的人权内涵,构建"三位一体"的人权话语传播主体,不断充实和更新人权话语叙事载体,增强在联合国人权中的议题设置和通过的能力,大力培育人权理论和实践的高端人才。

  • In order to strive for international right of speech concerning human rights,China shall adopt the approach of "deconstruction-construction". In terms of "deconstruction",we shall trace back to the origin of the discourse of human rights of the West,and reveal that it is a kind of regional knowledge and an abstract and unconfirmed hypothesis. In terms of "construction",the achievements made by China and the discourse system formulated in advancing the protection of human rights,in practice and in theory,have paved the way for China's striving for the right of speech. Therefore,importance shall be attached to our strategy and tactics. We shall be confident for our human rights protection,penetrate the conception of human rights as the common destiny of mankind,construct the communication subject of the discourse of human rights,unceasingly enrich and renewal the narrative carrier of human rights discourse,improve our capacity of agenda setting and trafficability in the discussion of the United Nations,and cultivate top-level talents of human rights theory and practice.
