最近公安部正式公布我国2003年刑事案件破案率仅为30%,这个数据与欧美发达国家相比存在明显的差距。原来引以为豪的侦查破案水平为何陷入如此低谷?近几年刑事案件破案率低的原因何在?有必要从侦查的角度分析当前我国公安机关在破获刑事案件方面的种种不足和缺陷,并以此为据提出相应的对策。

Recently, the Ministry of Public Security of the PRC announces that the rate of solved criminal cases in 2003 can only reach 30%, so it is obvious that we have fallen behind when compared with many advanced countries. This paper holds that it is necessary to analyze many defects existing in our criminal investigation from the angle of investigation, find the reasons of low rate of solved criminal cases in recent years and then to put forward corresponding countermeasures.
