It appears imminent to make law on expropriation and requisition for commonweal, and to definitude relevant concepts and borderline to perfect the legal system of expropriation and requisition for commonweal. The object of expropriation and requisition for commonweal should include immaterial assets and the assets owned by collectivity. Commonweal should be oriented as the commonly enjoyed interests for unspecific public. Generalization of commonweal should be prevented by taking enumerating style
