专向性问题是反补贴法律制度需要确定的重要标准之一。研究补贴的专向性不仅是补贴与反补贴之间关系协调的需要,同时补贴专向性问题对于补贴和反补贴制度的确立和完善也具有积极的反作用。本文主要基于WTO《补贴与反补贴协议》对于补贴专向性问题的规定,通过结合相关立法沿革及专向性评判标准之分析,提出了笔者对于补贴专向性标准的总结和评价,以期对补贴制度、反补贴制度以及补贴的专向性问题作出一个清楚的概括和探证。

Specificity Standard is the critical classification point of subsidies in the SCM Agreement,and it is also used as a legal criterion by many countries.This essay mainly expounds Specificity Standard in the legal classification of subsidies through assessing the history of legislation upon specificity standard and then concludes that this standard has economic rationality,feasibility in operation and legal fairness.
