The qualification of the imposer of administrative sanctions is one of the key problems related to carrying out administrative punishment.Today,people find that while all powers of sanctions are centralized in the hands of one body or one person,it is easy to result in misconduct of the imposer.The resolution of the problem lies in transferring the forms of centralized administrative sanctions.The ideal way is to "decentralize the executive power" and "transfer the nature of administrative sanctions into that of judicial punishment and gradually centralize the decisive power of administrative sanctions to the law enforcement body of the government.
