摘要：

诚信是人类社会普遍的道德准则之一。诚信概念结构的双重维度隐含了中西方两种不同的认知模式和发展道路。中国传统文化中的"诚信"更多地以一种伦理规范的形式存在,始终没有成为法律的固有原则。而在西方,自古罗马以来,诚信就不仅仅是道德要求,更是作为基本原则贯穿于法律制度中。有鉴于转型时期政务失信行为多发的现实,今后应进一步加强政务诚信建设。为此,必须同时关注道德和法律两个维度,积极谋求中西政务诚信传统的互补与融合创新,将中国传统文化重伦理自律的"道德诚信"与西方社会重视制度他律的"法律诚信"结合起来。

  • Honesty is one of the universal moral principles in human society. The dual dimensions of the conceptual structure of honesty imply two different cognitive modes and development paths. The "honesty"in Chinese traditional culture exists in the form of an ethical norm and has never been the inherent principle of law. In the west,since ancient Rome,integrity is not only a moral requirement,but also runs through the legal system as a basic principle. In view of the reality of the excessive behavior of government affairs and trustworthiness during the transition period,the government's integrity construction should be further strengthened in the future. Therefore,we must also pay attention to the two dimensions of moral and law,and actively seek the complementary and integration of the Chinese and western government's integrity traditions,thus combine the traditional Chinese culture's moral self-discipline moral integrity with the legal integrity that western society attaches to the system.
