治理民主是基于西方自由民主和中国民主实践探索所提出的一种新概念和新理论。改革开放以来,中国在"人民主权"民主理论指导下,通过改革市场经济管理体制、培育社会自主力量、发展协商民主以及坚持依法治国与以德治国相结合等举措,拓宽了治理民主场域,丰富了治理民主形式,并完善了治理民主规范,使国家有效治理与人民权利保障得以相互推进。经验表明:改革开放以来,中国治理民主探索取得成功的关键在于坚持了党的领导、人民当家作主和依法治国的有机统一。坚持并不断完善改革探索出的党委领导、政府负责、社会协同与公民参与的社会治理体制也是推进治理现代化的必然要求。

dc.description.abstract
The governance democracy is a new concept and theory based on western democracy and the exploration of democratic practice in China. Since the reform and opening up,under the guidance of the"popular sovereignty"democratic theory,China has broadened the field of social participation in governance,enriched the form of governance democracy,and perfected norm system of governance democracy by reforming management system of the market economy,cultivating social autonomy,developing deliberative democracy,and combining the rule of law with the rule of virtue consistently. Effectiveness of state governance and protection of people's rights have been improved. The key to success of the exploration of governance democracy in China since the reform and opening up is sticking to a unity of the Party's leadership,the rule of people being the masters of the country,and the rule of law. An insistent improvement of social governance system with Party's leadership,government's leading role,social collaboration,and citizen's participation is inevitable for modernization of governance.
