基于高阶理论,以2009～2017年西部XX市区(县)委书记、区(县)长为研究样本,采用固定效应模型考察不同专业背景的区(县)级地方官员对辖区农村金融供给的影响,研究表明:在中国现行体制下,地方官员在推动农村经济金融发展、带动农村金融供给中扮演了重要角色;整体而言,具有经济金融部门任职经历的区(县)委书记和接受过经济金融类专业教育的区(县)长,对促进农村金融供给起到了明显的推动作用。建议在一些农村金融发展水平比较落后的地区,选用有经济金融任职经历和接受经济金融专业教育背景的干部充任地方官员,以改善当地的农村金融服务水平。

  • Based on higher-order theories,this study adopted the profile data of secretaries and district(county) mayors of XX city districts(counties) in western China from 2009-2017 as samples employing the fixed effect model to examine the impact of local district officials with different professional backgrounds on the supply of rural finance.The research results showed that under the current Chinese system,local officials play an important role in promoting rural economic and financial development as well as driving the supply of rural finance.Overall,district(county) secretaries who had work experience in economic and financial departments and district(county) mayors who had received professional education in economics and finance have played a significant role in promoting the supply of rural finance.It is recommended that for regions that are less developed in rural finance,cadres who have had work experience in economics and finance and have received professional education in related fields should be selected for appointment as local officials to improve local rural financial services.
