与金融交易腐败相比,金融监管腐败更具系统性、体制性、隐蔽性和破坏性,是国家金融体制稳定和金融市场发展的"最大敌人"。金融监管腐败的成因应从金融制度结构层面深度探寻。垄断性金融产权制度、行政性金融组织制度和俘获性金融监管制度是形成我国金融监管腐败的结构化制度成因。消解金融监管腐败,必须有的放矢,着力推进金融制度的供给侧结构性改革,逐步明晰金融产权,规范金融监管权力行使,强化金融监管的独立性。

  • Compared with financial transaction corruption,as the biggest obstacle of the stability of national financial system and the development of financial market,financial regulatory corruption is more systematic,structural,secretive and destructive. The origin of financial regulatory corruption may be traced from the structure of financial system,including the systems of monopolistic financial property rights,administrative financial organization and captive financial regulatory. In order to effectively eradicate financial regulatory corruption,reform of the supply side of financial system should be promoted to achieve the standardization of financial regulatory power,the independence of financial regulatory institution,the definition of financial property rights and the elimination of financial monopoly.
