社会治理社会化是多元治理主体在党和政府的领导下,多元要素协同、共生,共同参与社会公共事务的治理,共享发展成果的过程。提升社会治理社会化水平是推进国家治理体系与治理能力现代化的必然要求。现阶段我国社会治理社会化水平相对较低,其中社会主体的社会治理能力问题最为突出,并主要体现在三个方面:基层党建水平有待整体提升;行政管理的法治与服务水平不高;保障社会组织良性发展的各种机制不健全。提升社会治理社会化水平关键在于引导社会组织在党的领导和政府主导的前提下制度化、规范化、程序化发展,充分发挥各类社会组织和广大群众在基层社会服务、社会治理中的参与、协同作用。

  • The socialization of social governance is a process in which different kinds of social subjects,under the leadership of the Party and the government,coexist and cooperate with each other,jointly participate in the governance of social public affairs and share the fruits of development and reform. Improving the socialization level of social governance is an inevitable requirement to promote the modernization of the state governance system and capacity. At present,the level of Chinese socialization of social governance is relatively low,of which the social governance ability of the social subject is the most prominent,and mainly reflected in three aspects: the level of grass-roots Party construction should be comprehensively improved; the standard of service and rule of law is relatively low; and the mechanisms to ensure the healthy development of social organizations are not sound. The key to improving the level of socialization of social governance lies in guiding social organizations to develop in the ways of institutionalization,standardization under the leadership of the Party and the government,and encouraging all kinds of social organizations and the masses to play participating roles and functions in grass-roots social service and social governance.
