摘要：

通过了解贫困县十三五卫生资源规划制定,能更好识别农村贫困地区卫生资源发展的共性问题和凸出问题。调研发现,贫困县优质卫生人力和大型设备短缺,自上而下的"非精准"配置导致浪费,基层服务趋利性明显,而贫困县卫生规划缺少对卫生资源存量的治理革新。资源外向型依赖的贫困县容易受到投资方任务布置的影响,建议加强卫生财政投入的精准配置与社会资本增量的监管。

  • The common and prominent problems of health resources development in poor rural areas can be identified by understanding their local 13th five-year health plan-making.The high-quality health professionals and equipment were insufficient in poor counties,in which the imprecise health resources allocation mode resulted in waste and profit-pursing of grass-roots medical services.There had few stock management innovations in poor counties in health plan-making.The poor counties with health resource export-oriented were easily influenced by investment assignment.It is suggested for the governance to strengthen the precision allocation of financial support and supervision on social capital.
