摘要:

作为我国西部内陆地区改革创新的排头兵,成立六年来,重庆两江新区在行政管理体制改革上锐意创新、进步斐然,但与中央全面深化改革的要求比,与上海浦东、天津滨海等沿海先进国家级新区比,与广大人民群众的期盼比,都还存在较大的差距。特别是随着经济社会发展带来的巨大变化,重庆两江新区现有的行政管理体制已经暴露出不少问题,若不加以重视和妥善解决,将直接制约到新区的开发开放步伐。本文结合中央和重庆的改革政策,运用公共管理等相关理论工具,针对重庆两江新区行政管理体制运行实践进行实证研究,力求为完善新区行政管理体制出谋划策,进一步推动新区发展。论文包括引言和正文。引言部分重点介绍了本文的选题背景,我国学界关于重庆两江新区行政管理体制改革的现有研究情况及存在的问题,本文采用的研究方法和基本研究思路,以及可能实现的创新之处。正文包括四个部分,主要内容为:第一部分,重庆两江新区行政管理体制改革的背景及内涵。首先,从“行政管理”和“体制”两个关键词入手,厘清行政管理体制的概念,为本文的研究奠定基础;其次,介绍新区行政管理体制改革的背景在于全球化及中央全面深化改革的影响和新区经济发展带来的内生动力;最后,重点剖析两江新区行政管理体制的内涵,从两江新区的特殊区情和国家战略定位出发,分析两江新区与行政区、开发区的差异性,指出两江新区行政管理体制改革的关键是理顺多个权力运行主体相互之间的多维度关系结构,改革的目标在于明确区域内多元权力主体之间的关系、边界、责任,形成科学、平衡、稳定的权力结构,完善组织机构体系和权力运行机制。第二部分,重庆两江新区行政管理体制的历史沿革。通过全面梳理两江新区行政管理体制改革历程,立足新区发展的阶段性和渐近性,根据两江新区管委会与行政区政府、功能区管理机构的关系结构变化,以及管委会自身职能拓展和机构改革,把新区体制的发展演变简划分为管委会单一职能时期(2010-2011)、管委会权力扩张时期(2012-2015)、管委会迈向准政府时期(2016.2至今)三个发展时期,并分析了不同时期的总体模式、阶段特点和具体背景。第三部分,重庆两江新区现行行政管理体制存在的问题。通过对现行体制的具体分析,找出了目前亟待解决的几方面问题,主要包括:开发管理主体较多、关系复杂,管委会统筹协调力度不足;管委会行政职能转变尚未到位,“越位”与“缺位”现象并存;各开发主体之间的权力划分边界不清晰,易产生管理冲突和遗漏;权力运行缺乏有效监督,风险防控有待加强。第四部分,重庆两江新区行政管理体制改革的思路建议。首先对我国国家级新区行政管理体制的主要模式进行了归纳介绍,其次以浦东新区、滨海新区的发展历程进行比较研究,总结各种模式的利弊得失,并立足两江新区开发建设的阶段性和经济、社会、政治环境,提出对现行管委会模式进行适度优化是新区近一段时期的最佳选择,最后围绕上述目标和针对当前存在的问题提出优化体制的几点建议,主要包括:增强管委会统筹协调能力,进一步加大全域整合力度;优化管委会与行政区政府之间的权力配置;切实转变管委会行政职能,促进新区经济与社会协调发展;适时推进管委会机构改革,理顺内部关系;优化权力运行机制,让权力在阳光下正当运行。

  • As the pioneer of reform and innovation in the Western inland areas of China,founded six years ago,Chongqing Liangjiang New Area have been exploring innovative on the reform of administrative system,but with the central requirements of comprehensive deepening reform than,and Shanghai Pudong,Tianjin Binhai New Area and other coastal advanced than national,and the masses than expectations,there are still large gaps.Especially with the great changes brought about by economic and social development,the administrative system of Chongqing Liangjiang New Area has exposed many problems,if not pay attention to and properly resolve,it will directly restrict the pace of development and opening of new area.Combined with the reform policies of the central and Chongqing,using of public and administration related theoretical tools,doing empirical research practice run for Chongqing Liangjiang New Area administrative system,striving to improve the administrative system to further promote the development of the new area.This paper includes the introduction and the body.The introduction focuses on the background of this article,our existing academic research on the situation and problems of Chongqing Liangjiang New Area administrative system,research methods and basic research ideas of the paper,and innovation may be achieved.The body of this paper consists of four parts,mainly include:The first part mainly expounds background and characteristics of the reform of Chongqing Liangjiang New Area administrative system.Firstly,from the "administration" and "system" are two key words to start,to clarify the concept of administrative system,laying the foundation for this study;Secondly,the reform of Chongqing Liangjiang New Area administrative system lies in the background of endogenous power to bring global and central comprehensively deepen reforms and the impact of the new district economic development;Finally,the focus analyze the content of Liangjiang New Area administrative system from special regional situation and national strategic positioning of Liangjiang,analyzes difference between Liangjiang New Area and Administrative Region,pointing out that the key to Liangjiang New Area Administrative Reform is to straighten out more a power running multi-dimensional body structure reciprocal relationship between the objectives of the reform lies within a clear relationship between the power of the main regional pluralism,boundaries,responsibility,a scientific,balanced,stable power structure,improve the organization system and operation mechanism of power.The second part mainly expounds the history of Chongqing Liangjiang New Area Administrative System.Combing through a comprehensive reform process,based on the development stage of the new district and asymptotic behavior,according to Liangjiang New Area Administrative committee and the Government,changes in the relationship between structure and function of area agencies,and committee expand their own functions and institutional reform,the evolution of system can be divided into three periods:a single committee function period(2010-2011)、the expansion of committee power(2012-2015)、quasi-governmental period(2016-),analysis of the overall pattern of different periods,phase characteristics and specific background.The third part mainly expounds the problems of Chongqing Liangjiang New Area Administrative System.Through detailed analysis of the current system,and identified several aspects of the current problems to be solved,including: development and management body are more complex relationships,lack of co-ordination efforts of committee;administrative functions of committee changed yet in place,“offside”and “absence” phenomenon coexist;power demarcation is not clear,easy to produce and manage conflict omissions;the lack of effective supervision of the exercise of power,risk prevention and control needs to be strengthened.The fourth part mainly expounds the proposals of the reform of Chongqing Liangjiang New Area Administrative System.First,the main mode of national administrative system of the new area were summed introduced and the Pudong New Area,Binhai New Area,the development process of a comparative study,summarize the pros and cons of various models,and based on the Liangjiang New Area development and construction of the stage and economic,social,and political environment,the Management Committee proposed the current mode is the best choice for moderate optimization New recent period,and finally around these goals and make a few suggestions to optimize the system for the current problems,mainly including: the ability to enhance the management committee co-ordination,further increase global integration efforts;optimization of power allocation between the committee and government;effectively change change committee administrative functions to promote coordinated economic and social development of the new district;timely advance committee institutional reform,rationalize internal relations;optimizing power operating mechanism,so that the legitimate power in the sun to run.
