党的十九大强调"坚定不移全面从严治党",并明确要求"加快形成覆盖党的领导和党的建设各方面的党内法规制度体系"。管党治党的党内法规虽与国家法在效力范围和功能上有所不同,但治国理政、富民强国的目标却高度一致。完善的党内法规制度体系作为建党治党管党的基本遵循,必须在保证符合宪法的前提下遵循规范化、权威性、系统性、权利义务统一、权力责任对等以及权力有限并受监督等基本法治原则。在中华民族迎来了从站起来、富起来到强起来的伟大飞跃的社会主义新时代,党内法规建设须围绕党"为中国人民谋幸福,为中华民族谋复兴"的根本使命宗旨,以提高党的执政本领和领导能力为依归,确保党规与国法内在本质上高度一致,实现依规治党与依法治国有机统一。

  • The 19th National Congress of CPC strongly reaffirms its "unwavering and comprehensive strict governance of the party",and clearly requests"to accelerate the formation of the system of the party's internal rules of all aspects for stressing its leadership and self-construction". Although the inner-party rules regulating the party itself are different from the national law in scope and function,the goal of governing and enriching the country is highly consistent. As the basic principle of the party 's self-governing,the perfect system of the inner-party regulations must abide by the principles of normalization,authority,systematicness,balance of right and duty,responsibility and supervision of power,etc. From the national independence,economic development,to national prosperity,the Chinese nation ushered in the new era of the great leap forward of socialism. the party's inner-rules should be built around the party's fundamental mission purpose "for the Chinese people to seek happiness,and for the Chinese nation to seek a revival",so as to improve the party's capability to govern and leadership,to ensure that the rules of the party and the state laws are highly consistent,and to realize the organic unification of governing the party and the country as well according to law.
