The principle of legal restraint is an important pr inciple found in continental legal chain in the 19th century, of which the essence is the legislative power′s supervision on and control over administrat ive power concerning people′s basic rights and important matters in national li fe. It has already been widely applied in practice and had much influence on leg islation in our country.
