摘要：

2005年,中央将政策注意力从"经济"转向"和谐",并正式提出"构建和谐社会主义"的理念,加强"民生"支出,完善社会保障领域。本文利用2006~2010年的各省数据,对"和谐"目标下的社保支出及其预算赤字予以说明和解释。结果表明,在政策和政治的双重激励下,地方政府官员为了获得晋升,开始注重社保资金投入,却忽视社保体系的构建,产生了大量的预算赤字。政策注意力转移、经济发展、政治激励等因素共同导致了社保支出风险的产生。所以,地方政府须逐步建立社保预算体系,对人口需求、遵缴率进行精确的测量,将社保支出纳入公共预算,以避免政治和政策的影响。

  • In 2005,the central government drew its attention from "economic"to"harmonious"and officially put forward— "construct the harmonious society"which includes enhance the expenditure relates to the people's livelihood and complete the social security system—as the political policy in China. Following the lead of the central government,provinces began to transfer money to the poverty,expand the spending relates to the people's livelihood. However,the shift of political attention by central government and Chinese political promote system draw officers behave irrational,which leads to the social security stays at low level and contain the huge financial risk. The research bases on the 5 year province data discuss and explain the budget deficit by social security expenditure and the Chinese political economic behind. And the result reveals that,the reasons of the risk of social security expenditure is the policy attention and economic factor, political factor also affects it,but not the main factor. In other words,under the policy and political incentive,the local government paid attention to the input of social security expenditure in order to get promotion,and ignored the construction of social security system,so,the government irrational behavior bring out budget deficit.In view of this,the local government must build the social security system step by step,and exactly measure the population desire and the pay rate. In order to avoid the political influence,we must institutionalize the social security expenditure in public budget.
